It shall be unlawful for the owner of any property in the City from which wastewater and sewage is emitted or for the owner of any septic tank within the City to fail, neglect or refuse to properly connect all drains and sewers from which wastewater and sewage is emitted, and all septic tanks, with an available public, district, joint district or private sewer. No person shall permit the emission of wastewater or sewage from any building or lot of ground owned by him/her or under his/her charge or control, and no person shall maintain or allow to exist on any building or lot owned by him/her or under his/her charge and control any privy, privy vault, commode, cesspool, septic tank or water closet in an overflowing, leaking, full, filthy, stinking, insecure or defective condition. Whenever such condition shall exist, the same shall be deemed a nuisance.
