Peters Township shall establish and maintain a local public
library under the provision of the Pennsylvania Public Library Code
Act of November 1, 2012, and any subsequent amendments.

Peters Township shall form a Board of Library Directors for
the purpose of advising the Peters Township Council and overseeing
the operation of the Peters Township Library. The Library Board shall
be composed of not fewer than five nor more than nine directors.
Library Board Directors shall be appointed by the Peters Township
Council to serve a term of three years or until a successor is appointed.
If a vacancy exists on the Library Board, the Peters Township Council
shall appoint a Director to fill the unexpired term.
The existing members of the Board of Library Directors as of
the time of the adoption of this article will retain their position
on the Board for their current term of appointment.

Board members may serve for a maximum of three consecutive three-year
terms, except for those appointed in midterm, who may serve out the
term in addition to three full terms. After a one-year absence, members
are eligible to be reappointed to the Board.
The Board of Library Directors shall be governed by a President
and a Vice President. The President and Vice President of the Board
of Library Directors shall be members of the Board of Library Directors.
Each year an election shall occur at the first meeting of the Board
of Library Directors for the purpose of choosing a President and a
Vice President.
The Peters Township Librarian shall prepare a proposed annual
budget which shall include estimates of anticipated revenues and expenditures,
both operating and capital. The proposed annual budget shall be reviewed
and approved by the Board of Library Directors before submittal to
the Peters Township Council for action.
All revenues generated by the Peters Township Library from fines,
program fees, gifts, and other sources shall be used only for the
purpose of supporting library services.
The Peters Township Board of Library Directors shall prepare
and present to the Peters Township Council an annual report which
shall include financial information, a synopsis of prior year's library
activities and performance, as well as recommendations for improvements.
Ordinance No. 161 adopted August 2, 1975, and Resolution No.
8-2-86 adopted August 25, 1986, are hereby repealed. In addition,
any other ordinance, resolution, or part of an ordinance or resolution
conflicting with the provisions of this article is hereby replaced
and the same is hereby repealed to the extent of such conflict.
