A Cable Television Board is hereby established to implement
Township Ordinance No. 159 and the licensing agreement between the South Hills T.V.
Cable Company, Inc., and Peters Township.

The Board shall consist of five members to be appointed by the
Council, who will serve three-year staggered terms with one of the
members' terms expiring one year after the effective date of this
article; another member's term expiring two years after the effective
date of this article; and the final member's term expiring three years
after the effective date of this article. The initial appointment
to the one new position shall be for two years. The initial appointment
to the second position shall be for three years.

One member of the board shall be proposed by the School Board
and shall represent the interests of the school district; one member
shall be appointed who has a technical background and can advise the
Board and make appropriate recommendations as to design standards,
operating procedures and problems of a technical nature, and one member
shall be appointed from the community at large.
The purpose of the Board and its functions, which are illustrative
and not exhaustive, shall be as follows:
A. To encourage the development of local programing;
B. To insure quality reception of programs from the licensee;
C. To communicate the needs of the community to the licensee;
D. To keep abreast and to analyze new ideas and changes in the cable
television industry;
E. To act as a community affairs representative in situations involving
complaints that cannot be amicably resolved between the consumers
and the licensee;
F. To act as a coordinating agency between the licensee and the Council.

The members of the Cable Television Board shall serve without
compensation but shall be reimbursed for any expenses incurred in
discharging their duties and effectuating the intent of this article.
The Board shall establish its own operating procedures within
the framework and guidelines of this article and licensing agreement
between the Township and the licensee and shall submit periodic reports
to Council on its actions and recommendations.
The Board shall be authorized to take such other advisory action
as may be necessary to carry out the purposes of, and effect compliance
with, the licensing agreement.
