A. 
Notice of shutoff; time limit for payment; fee. Whenever water rents or penalties thereon remain unpaid for more than 60 days after they become due and payable, the Clerk-Treasurer of the Village of Irvington may give a written notice to the water customer that its water supply shall be cut off on a specified date, which date shall be no earlier than 30 days from the date of the notice. The Village Clerk-Treasurer is hereby empowered to add a penalty as set from time to time by the Board of Trustees to the amount of water charges due, in addition to other interest and penalties. Such sum shall be used to defray the expense of having a Village employee turn off and turn on the water supply. The Village Clerk-Treasurer shall specify this amount in the notice.
B. 
Contents and manner of notice; cutoff of water supply.
(1) 
Any notice given herein shall be in writing and directed to the last known address of the water customer by means of certified mail, shall state the amount of water charges due with interest and penalties, shall indicate the rights of the customer to a hearing as specified below and shall specify the date when the water supply shall be cut off.
(2) 
If payment in full is not received by the Village of Irvington by the date specified in the notice, the Village of Irvington, its agents or employees are hereby authorized to turn off the water supply. Such water supply shall remain turned off until receipt by the Village Clerk-Treasurer of payment in full of the water charges and interest and penalties due, at which time water service shall be restored as soon as it is reasonably possible to do so.

Whenever a water customer fails to repair a leak in a service line within two days of notification as required by § 217-16 of this chapter, or whenever a faulty meter is not repaired or replaced within 30 days of notification as required by § 217-24 of this chapter, or whenever a meter capable of remote reading is not installed as required by § 217-20 of this chapter, the Village of Irvington may give a written notice to the water customer that its water supply shall be cut off on a specified date, which date shall be no earlier than 30 days from the date of the notice. The Village is hereby empowered to add to the water bill a penalty as set from time to time by the Board of Trustees. Such sum shall be used to defray the expense of having a Village employee turn off and turn on the water supply.
B.

(1) 
Any notice given herein shall be in writing and directed to the last known address of the water customer by means of certified mail, shall state the violation of this chapter, shall indicate the rights of the customer to a hearing as specified below, and shall specify the date when the water supply shall be cut off.
(2) 
If the violation is not corrected by the date specified in the notice, the Village of Irvington, its agents or employees are hereby authorized to turn off the water supply.
Any water customer who receives a thirty-day notice to cut off water supply, as recited above, shall have the right to a hearing with the Village Clerk-Treasurer (if the cutoff is for delinquent charges) or with the Village Administrator (for any other violation) or an official designated by the Village-Clerk Treasurer or Village Administrator during said thirty-day period to determine the correctness of the stated violation. If a hearing is not requested during said thirty-day period, it shall be deemed to have been waived.
