There may be a position of Chief of Police. He shall be chosen
in the manner, at the time and for the term prescribed by law. He
shall be the head of the Police Department. He shall perform the duties
required of him by the several Acts of Assembly relating to his office
and such law enforcement duties as the Mayor shall require of him.
He shall serve as such officer until his successor is appointed and
qualified. He shall receive a salary as determined by agreement between
himself and the City Council.
There may be Lieutenants in the Police Force, not to exceed
two, who shall perform the duties required of him as prescribed by
law, and as the Mayor shall require of him. He shall serve as such
officer until his successor is appointed and qualified. He shall receive
a salary as determined by the contract or agreement entered into annually
by the City and the Wage and Policy Committee of the City of Lower
Burrell Police Department, or as established by any applicable arbitration
ward in accordance with the several Acts of Assembly relative thereto.
He will be appointed in accordance with the civil service provisions
of the Third Class City Code, as amended.
There may be Sergeants in the Police Force, not to exceed five,
who shall perform the duties required of him as prescribed by law,
and as the Mayor shall require of him. He shall serve as such officer
until his successor is appointed and qualified. He shall receive a
salary as determined by the contract or agreement entered into annually
by the City and the Wage and Policy Committee of the City of Lower
Burrell Police Department, or as established by any applicable arbitration
award in accordance with the several Acts of Assembly relative thereto.
He will be appointed in accordance with the civil service provisions
of the Third Class City Code, as amended.
There may be Patrolmen, not to exceed 11, who shall perform
the duties required of him as prescribed by law, and as the Mayor
shall require of him. He shall serve as such officer until his successor
is appointed and qualified. He shall receive a salary as determined
by the contract or agreement entered into annually by the City and
the Wage and Police Committee of the City of Lower Burrell Police
Department, or as established by any applicable arbitration award
in accordance with the several Acts of Assembly relative thereto.
He will be appointed in accordance with the civil service provisions
of the Third Class City Code, as amended.
It is intention of the Mayor and Council in adopting this chapter
that the position of Chief of Police shall be considered as part of
management for any and all matters involving labor relations.
