The purpose of the Community College Special District is to insure that all new development that will occur in the vicinity of the St. Charles County Community College will be attractive, functional, safe and compatible with the college operations and educational environment.

A. 
The Community College Special District is composed of eleven (11) subdistricts, as follows:

SD/C-C1
College/Pedestrian Commercial and Light Commercial Office Subdistrict
SD/C-C2
College/General Commercial Subdistrict
SD/C-C3
College/General Commercial Retail Subdistrict
SD/C-C5
College/General Public Subdistrict
SD/C-R1
College/Single-Family Residential Subdistrict
SD/C-R2
College/Two-Family Residential Subdistrict
SD/C-R3
College/Multi-Family Subdistrict
SD/C-I1
College/Light Industrial Park Subdistrict
SD/C-PO
College/Park and Open Space Subdistrict
SD/C-UC
College/Urban Corridor Overlay Subdistrict
B. 
The boundaries of the district and subdistricts shall be delineated on the official Zoning Map of the City, as provided for in the Special District map overlay.
C. 
All subdistricts, except the "SD/C-UC" College/Urban Corridor Overlay Subdistrict, shall function as independent zoning subdistricts and shall meet the design standards contained herein.
D. 
The "SD/C-UC" College/Urban Corridor Overlay Subdistrict is intended to be superimposed over any existing zoning district located in this subdistrict zone. Unless otherwise noted in the "SD/C-UC" subdistrict regulations, the regulations of the underlying zoning district shall be maintained and not affected. Where additional requirements are specified in the "SD/C-UC" College/Urban Corridor Overlay Subdistrict, the more stringent requirements shall apply.

A. 
No building permit shall be issued within the Special District without approval of a site plan pursuant to Article VI of this Chapter.
B. 
The owner(s) of record or any person(s) acting on behalf of the owner(s) of any tract located within the designated College Special District may file a request for a site plan review by filing with the Director of Public Works the completed application, required plans and payment of the review fee as described in Section 405.420 of the Zoning Ordinance of the City of Cottleville.
