Because each new subdivision and planned unit development (PUD)
accepted by the City becomes a permanent unit in the basic physical
structure of the future community, and to which the future community
will, of necessity, be forced to adhere, all subdivisions and PUDs
hereafter planned within the incorporated limits of the City, and
within the unincorporated area lying contiguous with the corporate
limits, shall, in all respects, be in full compliance with the regulations
hereinafter contained in this chapter. These regulations are designed
to provide for the orderly and harmonious development of the City,
for the coordination of streets within new subdivisions with other
existing or planned streets, and to secure a uniform system of utilities
and services.
