Definitions. Unless otherwise expressly stated, the following terms
shall, for the purpose of this chapter, have the meanings indicated.
ALLEY
A strip of land over which there is a right-of-way, municipally
or privately owned, on which no dwellings or stores front, serving
as the secondary means of access to two or more properties.
BLOCK
An area usually bounded by four streets.
BUILDER
A person who is not necessarily the owner of the land or
agent of the same, who by contract or other agreement is charged with
the responsibility of construction of buildings or other structures
or of making any construction improvements on any parcel of land.
BUILDING SETBACK LINE
A line within a lot, so designated on a subdivision plan,
between which line and the ultimate right-of-way line of the street
on which the lot abuts a building may not be erected.
CARTWAY
The portion of a street or alley intended for vehicular use.
COUNCIL
The Sharon Hill Borough Council.
CROSSWALK
A right-of-way for pedestrian travel across a block in connecting
two of the bounding streets.
CUL-DE-SAC
A residential street with access closed at one end and with
a vehicular turnabout at the closed end.
DEVELOPER
A person who is not necessarily the owner of the land or
agent of the same who, by contract or agreement, is charged with the
responsibility of the development of the subdivision.
EASEMENT
A right granted to use certain land for a special purpose
not inconsistent with the general property rights of the owners.
IMPROVEMENT
Grading, paving, curbing, streetlights, street signs, fire
hydrants, wells, water mains, sanitary sewers, storm drains, sidewalks,
crosswalks and shade trees.
LOT
A parcel of land intended for transfer of ownership or building
development.
PLAN, IMPROVEMENT CONSTRUCTION
A plan prepared by a registered engineer showing the horizontal
details, profile and typical cross section of a street and its appurtenances
to be constructed or installed.
PLAN, PRELIMINARY
A preliminary plan prepared by a registered engineer, showing
lot lines and areas, zoning classification, deed restrictions, easements,
right-of-way lines and other information pertaining to the lots and
the streets on which the lots abut in their proposed subdivision.
PLAN, RECORD
A plan prepared for recording by a registered engineer, showing
ultimate right-of-way lines, easements, rear lot lines and any other
relevant information pertaining to the streets of a subdivision.
RIGHT-OF-WAY
Land set aside for use as a street, alley, crosswalk or other
common means of communication and travel.
SIGHT DISTANCE
The distance of unobstructed view along the center line of
a street from the driver's eye height of five feet to the furthest
visible point four inches above the street surface.
STREET
A general term used to describe a right-of-way, municipally
or privately owned, serving as a means of vehicular and pedestrian
travel, furnishing access to abutting properties, and space for sewers
and public utilities.

RESIDENTIAL STREETA street used primarily as the principal means of access to adjacent residential properties.
(2)
SECONDARY STREETA street connecting local residential streets to each other or community facilities and to primary or major thoroughfares, serving only neighborhood traffic.
(3)
MAJOR STREETA street connecting district centers or communities, serving large volumes of fast-moving traffic, preferably located outside or bounding the residential neighborhood.
(4)
INDUSTRIAL STREETA street used primarily as a means of access to adjacent industrial properties.
SUBDIVIDER
A person who is the registered owner, or authorized agent
of the registered owner, of the land to be subdivided.
SUBDIVISION
The division of single lot, tract or parcel of land, or a
part thereof, into two or more lots, tracts or parcels of land, including
changes in street lines or lot lines for the purpose, whether immediate
or future, of transfer of ownership or of building development. Divisions
of land for agricultural purposes in parcels of more than 10 acres,
not involving any new streets or easement of access, shall be exempted.
TENTATIVE SKETCH
A rough draft showing proposed streets and lots, preferably
prepared by a registered engineer, to be used as the basis for informal
discussion between the representatives of the Planning Commission
and subdivider, developer or builder.
