2.12.1. 
Official actions of the Council shall be taken by ordinance, resolution or motion in accordance with the Home Rule Charter and applicable law.
2.13.1. 
In addition to requirements provided by the Charter, acts of the Council shall be by ordinance, which:
1. 
Adopt or amend an administrative code or establish or abolish any unit of the municipality.
2. 
Provide for a fine or other penalty or establish a rule or regulation for which a fine or other penalty is imposed.
3. 
Levy taxes, impose service charges and permit fees.
4. 
Grant, renew or extend a franchise.
5. 
Purchase, convey or lease land or buildings.
6. 
Involve land development and land use regulations.
2.13.2. 
Every proposed ordinance shall be introduced in writing and in the form required for final adoption. Any ordinance which repeals or amends an existing ordinance shall set out in full the ordinance, sections or subsections to be repealed or amended.
2.13.3. 
Copies of ordinances shall be available to all persons requesting them upon payment of a reasonable reproduction charge.
2.13.4. 
The Council may adopt by ordinance any standard code of technical regulations by reference thereto. Advertisement of such ordinances shall be in summary form, setting forth the principle provisions of such proposed code in such reasonable detail as will give adequate notice of its contents and a reference to the place or places where such code may be examined or obtained.
2.14.1. 
In addition to requirements provided by the Charter, acts of the Council shall be by resolution or motion, which:
1. 
Relate a formal statement of legislative opinion or an exertion of legislative power that does not otherwise require an ordinance.
2. 
Relate to a procedural action by the Council.
3. 
Authorize the borrowing of money.
