A non-conforming use, building or structure existing lawfully
at the time of adoption of this Chapter or any amendment thereof may
be maintained (not structurally altered) or changed to a conforming
use. Such non-conforming use shall not be expanded or reestablished
if discontinued, nor shall it be continued if the structure or building
be damaged to the extent of fifty-five percent (55%) of its reproduction
cost, new. The Commission may, by special permit, allow a non-conforming
use to be changed to a different non-conforming use, when, in its
opinion, the change represents an improvement in the community.
