There is established within the Borough of Sharon Hill a Recreation
Board to consist of nine persons. The members of the Board shall be
appointed by the Borough Council. Each member shall serve for a term
of five years or until his successor is appointed, except that the
members of the Board first appointed (or appointed to fill newly created
positions) shall serve for staggered terms in such a manner that at
least one term and no more than two terms shall expire annually. Members
of the Board shall serve without pay.
Said Recreation Board shall have the power to equip, operate
and maintain the present playground and recreation center and any
other playground, play field, gymnasium, public bath, bathing place,
swimming pool or recreation center which the Borough may from time
to time appropriate or acquire by gift, devise, purchase, lease or
otherwise, provided that said Recreation Board shall not have the
power to incur any expenses for or on behalf of the Borough or for
which the Borough shall be liable in and about the equipping, operating
and maintenance of the playground and recreation center or any play
field, gymnasium, public bath, bathing place, swimming pool or recreation
center which may be established in the future, without an express
authorization by Borough Council.

The Recreation Board shall appoint from its membership a Chairman
and such other officers as it may deem necessary for the orderly procedure
of its business and may adopt bylaws, rules and regulations not inconsistent
with the provisions of the state laws or the Borough ordinances. The
Recreation Board shall, from time to time, make rules governing the
operation and conduct of the recreational facilities operated by the
Board; however, these rules shall be subject to the approval of the
Council.

A. The Recreation Board, at its first meeting of the new year, shall
set the date, time and place of its regular meeting and shall notify
the Council of this, in writing.
B. The Recreation Board shall cause to be sent to each Councilman and
the Mayor a copy of the minutes of its last meeting.

Each year the Recreation Board shall submit to the Council a
written, typed or printed budget for the next calendar year on or
before September 1 of each year. This date may be changed by the Council
at its discretion, provided that it is done at a meeting and notices
are given to the Recreation Board of said change. If no notice is
given to the Recreation Board, it will be assumed that the established
date for the previous year will be in effect.
A. The budget shall include all anticipated expenses for the calendar
year and shall be so itemized as to present a clear understanding
of each and every item. Towards this end, it is requested that the
Recreation Board obtain a written budget from each organization or
activity to which money is allocated by the Recreation Board, which
budget shall include all anticipated expenses for the calendar year
on or before August 1 of each year. The said budget of each organization
or activity sponsored by the said Recreation Board shall include not
only anticipated expenses but any funds which may be received by said
organization or activity by way of gift, bequest or otherwise, so
that the said Recreation Board may properly prepare its budget for
a proper allocation of funds.
B. Should Council require more information on the budget of the said
Recreation Board, Council shall so notify the said Recreation Board.
Moneys appropriated in the budget but not expended shall be returned
to the Council of the Borough of Sharon Hill.

It is understood that the Recreation Board at various times
does receive funds from various other agencies, such as the School
District. It is understood that these funds are separate from Borough
funds and that the Recreation Board is accountable to these other
agencies and to the Borough for these funds, since they must of necessity
be taken into consideration in preparation by the Recreation Board
of its budget which is submitted to the Borough.
