All persons within the Borough of Sharon Hill, Delaware County,
Pennsylvania, are hereby required and directed to participate in the
program of civil defense as promulgated from time to time by the Federal
Office of Civil Defense, the State Council of Civil Defense, the Delaware
County Council of Civil Defense and the local Council of Civil Defense
in the Borough of Sharon Hill to effectuate and accomplish the entire
program of civil defense.
During any period of national defense and while a state of war
or national emergency exists, all persons within the Borough of Sharon
Hill, Delaware County, State of Pennsylvania, shall fully and promptly
obey all rules and regulations established and promulgated by the
local Council of Civil Defense of the Borough of Sharon Hill or by
any authority of the Commonwealth of Pennsylvania or by the government
of the United States or the armed forces thereof or by the Civil Defense
Director of the area within which the Borough of Sharon Hill lies;
and it shall be unlawful for any person to violate any such rules
or regulations or to fail, neglect or to refuse full compliance therewith
or to in any way hinder or interfere with the enforcement thereof
or to refuse aid to any duly authorized person in the enforcement
thereof.
The Director, as Chairman, of the local Civil Defense Council
of the Borough of Sharon Hill or, during his absence or his inability
to act, such member thereof in the order designated by him is authorized
to establish and promulgate rules, regulations, requirements and directives
pertaining to and governing civil defense plans and measures against
enemy attacks or civil disaster in periods of proclaimed civil disaster
and trials and tests to prepare for and meet such enemy attacks and
in case of civil disaster.
All police officers and firemen and all members of the civil
defense, auxiliary police, fire and rescue forces of the Borough of
Sharon Hill are hereby authorized and directed to enforce civil defense
measures and the rules and regulations pertaining thereto during such
defense and civil disaster periods, and summarily to compel compliance
therewith. In cases where proclaimed urgent need of action exists,
they may abate conditions dangerous to the public safety. All persons
who are designated and duly assigned to effectuate any part of the
national, state, county or local program of civil defense are hereby
authorized and directed to proceed to accomplish the same and are
authorized summarily to compel compliance with all established and
promulgated regulations of the local Council of Civil Defense.

Any person violating any of the provisions of this chapter or,
during any period of defense or civil disaster, any of the rules and
regulations, requirements and directives pertaining thereto, or who
shall fail or refuse during any such period to comply with any instructions
lawfully given by any police officer or fireman or any member of the
civil defense, auxiliary police or fire and rescue forces of the Borough
of Sharon Hill, shall be liable to pay a maximum fine as provided
from time to time by state statute, together with costs of prosecution,
or to imprisonment in the county jail for a term not to exceed 30
days, or both.
