A. 
The Mayor, at the meeting of the Board of Aldermen on Monday following the regular City election on the first Tuesday in April, shall appoint and name the following standing committees:
1. 
Street and Alley Committee.
2. 
Ordinance Committee.
3. 
Police Committee.
4. 
Fire Committee.
B. 
Said Committees shall consist of two (2) members of the Board of Aldermen, one from each ward, and the Mayor.
C. 
Members of the above Committees shall serve for a period of one (1) year from the date of their appointment, and until their successors are appointed.

In cases of emergencies, public celebrations, exhibitions or gatherings in the City, or for other causes where the public safety may require it, the Mayor shall have the power and is hereby authorized to appoint special Police Officers, who must be POST-certified, who shall have the same powers and perform the same duties as Police Officers (whose duties are specifically prescribed by ordinance). Said special Police Officers shall be discharged by the Mayor when and as soon as, in his judgment, the emergency necessitating their appointment has ceased to exist. The compensation to be paid such special Police Officers shall be fixed by the Board of Aldermen.
