There is hereby established a Park Department which shall serve
as a department to the Board of Aldermen of the City of Ironton, Missouri,
for the placement, construction, operation, maintenance and management
of the City's parks and recreational facilities. Said Park Department
shall be considered a separate and distinct department of the City
of Ironton, Missouri.

All monies received for City parks from taxes, donations, pool
admissions, concessions and other park- or pool-related income shall
be deposited in the Treasury of the City to the credit of the Park
Fund. With the consent of the Board of Aldermen, said funds may be
paid by City officials upon properly authenticated vouchers of the
City of Ironton, Missouri, and/or its Park Department; provided, however,
that the City Clerk is specifically authorized to pay to the individual
or individuals providing grass cutting and other lawn maintenance
directly from the Park Fund account without prior approval from the
Board of Aldermen. Further, the Board of Aldermen may by resolution
authorize a petty cash fund to be utilized by the head of the Park
Department or other authorized personnel within the Park Department
or City without first obtaining approval from the Board of Aldermen.
If said petty cash fund is established, then said employees or members
of the Park Department shall not be authorized to expend more than
five hundred dollars ($500.00) per month without first submitting
a properly authenticated voucher to the Board of Aldermen.

There is hereby created the office of Director of Parks and
Recreation of the Park Department of the City of Ironton, Missouri.
The Director of Parks and Recreation shall be appointed by the Mayor
with the approval of the Board of Aldermen. The Director of Parks
and Recreation shall hold office at the will of the Mayor and Board
of Aldermen.

The Park Department shall consist of the Director of Parks and
Recreation and such other employees or personnel as the Mayor and
Board of Aldermen may from time to time determine to be necessary
for the operation, maintenance and management of the City's parks
and recreational facilities.

A. The Director of Parks and Recreation and the Park Department
shall assist the Mayor and Board of Aldermen with the supervision,
improvement, care, maintenance, operation and management of the City's
parks and recreational facilities. The Board of Aldermen, or the Mayor,
with the consent of the Board of Aldermen, may appoint all employees
and determine their duties, functions and salaries. The Park Department
shall be responsible for evaluating and explaining the recreation
and park services of the department to the community and shall present
the needs and desires of the community to the Mayor and Board of Aldermen.
With the approval of the Mayor and Board of Aldermen, the Park Department
may accept or reject, after due consideration, all private donations
in any form in accordance with that which the Board of Aldermen believes
is in the best interest of the citizens of the City of Ironton. The
Park Department shall periodically evaluate:

The progress of acquisition and development programs;
2.
The effectiveness of recreational programs;
3.
The level of maintenance of park areas; and
4.
The work of employees responsible to the City
and Park Department.

The Director of Parks and Recreation shall prepare and present
to the Board of Aldermen an annual budget sufficient to finance the
program of recreation and parks the Director feels is necessary for
the residents of the City of Ironton, Missouri. A budget shall be
submitted to the Board of Aldermen at the time designated by the Board
of Aldermen to hear such requests. The Director shall annually recommend
to the Board of Aldermen a budget for capital improvements (acquisition
and development) in accordance with a master plan for parks and recreation
for the City and may make requests for an allocation from the City's
general fund sufficient to provide for those needs as planned.
