A. 
There shall be a City of Green Park Planning and Zoning Commission consisting of seven (7) citizen members appointed by the Mayor and approved by the Board; the Mayor, if the Mayor chooses to be a member; and a member of the Board of Aldermen selected by the Board, if the Board chooses to have a member serve on the Commission.
B. 
Citizen Members.
1. 
Citizen members shall serve without compensation and shall serve for a term of four (4) years. Said terms shall commence on June first (1st) of the year of appointment and shall expire four (4) years later on May thirty-first (31st); provided however, that the first (1st) citizen members appointed upon passage of this Section (April 21, 1997) shall be appointed as follows:
a. 
One (1) for a term ending May 31, 1999;
b. 
One (1) for a term ending May 31, 1998;
c. 
One (1) for a term ending May 31, 1997; and
d. 
One (1) for a term ending May 31, 1996.
2. 
Vacancies shall be filled for the unexpired term of a member by appointments as provided in Subsection (A). The Board may remove any citizen member for cause stated in writing and after public hearing.
C. 
The Commission shall elect its Chairman, Vice Chairman and Secretary from among its citizen members. Their terms shall be for one (1) year with eligibility for re-election. The Vice Chairman shall succeed the Chairman if he/she vacates his/her office before his/her term is completed, with the Vice Chairman to serve the unexpired term of the vacated office. A new Vice Chairman shall be elected at the next regular meeting.

The Planning and Zoning Commission shall have all the powers and duties granted to it as provided for in Chapter 89, RSMo., as amended.

The Building Commissioner and/or City staff shall inform the Commission of correspondence relating to business of the Commission and attend to such correspondence. All maps, plans, correspondence, plats and other matter required to be filed shall be kept in the municipal files in accord with City regulations.
