The following construction standards and improvements are necessary to protect the health, safety and welfare of the township. It is recognized that, in particular situations, all of the improvements listed below may not be appropriate or needed and may be waived pursuant to the requirement of N.J.S.A. 40:55D-51.
All standards and specifications of the township as now or hereafter adopted shall govern the design, construction and installation of all improvements. Failure of the applicant, the applicant's contractor or agent to conform to said specifications will be just cause for the suspension of the work being performed. No applicant shall have the right to demand or claim damages from the township, its officers, agency or servants by reason of said suspension.
A. 
Any reference to New Jersey Department of Transportation standard specifications shall refer to New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction, most current edition.
B. 
Gas, electric, telephone and similar utilities shall be installed in accordance with applicable county, state and federal requirements.
C. 
Design standards for C-1 and C-2 Zones.

(1) 
The location of structures and/or building envelopes shall be selected which do not include the crests of hills. "Hillcrest" shall be defined as those specifically identified on the township's Map of Hillcrests, which appears in this volume as Appendix 5, Figure 1.
(2) 
The configuration of all roofs shall be of a pitched design. A slope of three or 3/12 shall be a minimum.
(3) 
All facades of the structure shall be of a finished configuration. The finished configuration shall be of brick or stone facing, solid brick or stone or some other accepted durable material. No unimproved facades are allowed.
(4) 
All structures shall be architecturally designed so as to be aesthetically in keeping with the surrounding area and as approved by the Approving Board. The location and placement of the building on the land shall be done in a manner to ensure, while meeting required setback side and rear line requirements, the best possible blending of land and building.
(5) 
The exterior of accessory structures shall harmonize architecturally with and be constructed of materials of a like character to those used in principal structures.
(6) 
All stairways shall be contained within a structure.
(7) 
All heating, ventilation and air-conditioning equipment shall be visually screened from public view. Such equipment shall be acoustically screened to comply with applicable state and/or local noise level standards.
D. 
Design standards for PCD Zone.
(1)

(6)

E. 
The Residential Site Improvement Standards (New Jersey Administrative Code, Title 5, Chapter 21), dated January 6, 1997, and promulgated by the New Jersey Department of Community Affairs, became law on June 3, 1997. This section of the Land Use Ordinance of Knowlton Township adopts by reference the Residential Site Improvement Standards as applicable to Knowlton Township for residential construction.

All construction stakes and grades shall be set by a land surveyor licensed in the State of New Jersey in the employ of the applicant or the applicant's contractor, and a duplicate copy of the cut sheets made therefor shall be filed with the Township Engineer.
