The purpose of this article is to protect the Village's
water supply from being depleted and to comprehensively manage the
water supply within the Village to prevent a potential threat to the
safety and well-being of the Village's citizens.
It shall be the duty and responsibility of the Superintendent of Buildings of the Village or his designated agent to enforce the provisions of this article as hereinafter provided. Officers of the Village Building Department and all persons enumerated in §
9-3 of this Code shall be empowered to issue summonses or appearance tickets for any violation of the provisions of this article.
Lawn sprinkling and irrigation of any outdoor lawn, field, garden,
hedge, shrub or tree, whether by automatic system, manual sprinklers
or hand watering, shall be permitted only during hours determined
from time to time by resolution of the Board of Trustees. Lawn sprinkling
shall be prohibited during periods of precipitation.
All properties with odd-numbered addresses shall be permitted
to sprinkle only on odd-numbered days of the month. All properties
with even-numbered addresses or which do not have any street address
shall be permitted to sprinkle only on even-numbered days of the month.
The following restrictions shall apply to automatic sprinkler
systems:
A. All newly installed systems must have moisture sensors approved by
the Department of Public Works.
B. All systems installed without a Village permit must obtain such permit
within one year from the effective date of this article.
If any section, subsection or provision of this article or the
application of such section, subsection or provision to any person
or circumstances shall be held invalid, illegal or unconstitutional,
the validity of the remainder of this article and the applicability
of such section, subsection or provision to other persons or circumstances
shall not be affected thereby.
