A.
No fences shall be greater than six (6) feet in height. No fences shall be greater than four (4) feet in height in front yards. For purposes of this Section, "front yard" shall mean an open space extending the full width of the lot or property, the depth of which is the minimum horizontal distance between the front lot line and the nearest line of the primary building. Height restrictions for fences shall only apply in the R-1 Single and Two-Family Zoning District.
B.
Fencing may be made of materials, including, but not limited to, such as wood, vinyl, iron, or chain link. Fences made of barbed wire, woven wire intended for farm or agricultural use, pallets, tin, or any type of electrified fence is prohibited; provided, however, that buried electric fencing used to contain dogs or other pets is permitted.
C.
No sight-obscuring fencing is allowed on corner lots adjacent to intersecting streets within twenty (20) feet of the corner intersection of such intersecting streets. For purposes of this Section, "sight obscuring" shall mean opaque or having such qualities as to constitute an effective visual barrier. Chain link fencing without slats shall not be considered as sight obscuring.
D.
No fencing shall be constructed in or on City streets, alleys, or easements. The owner of property having fencing located on a City street, alley, or easement shall be responsible for any cost of removal, replacement or repair of such fencing resulting from utility crews performing work within such street, alley or easement. Location of City streets, alleys or easements is the responsibility of the landowner prior to construction of fencing.
E.
Any person violating the provisions of this Section shall, upon conviction, be punished by a fine of not less than five dollars ($5.00) nor more than five hundred dollars ($500.00).
