Where a public sanitary sewer is not available, the sewer lateral
shall be connected to a private sewage disposal system.
Before commencement of construction of a private sewage disposal
system, the owner shall obtain a permit signed by the Superintendent.
The application for such permit shall be made on a form furnished
by the Village, which the applicant shall supplement by plans, specifications
and other information required by the Superintendent. A permit and
inspection fee, per household unit, as set forth in the fee schedule
established by resolution of the Board of Trustees, shall be paid
to the Village Treasurer at the time the application is filed.
A permit for use of a private sewage disposal system shall not
become effective until the installation is completed to the satisfaction
of the Superintendent. The Superintendent shall be notified when the
work is started and when the work is ready for final inspection. He
shall be allowed to inspect the work at any state of construction.
The type, capacities, location, and layout of a private sewage
disposal system shall comply with all recommendations of the Department
of Health of the State of New York. No septic tank or cesspool shall
be permitted to discharge to any storm open ditch or watercourse.
The owner shall operate and maintain at his expense the private
sewage disposal facilities in a sanitary manner at all times.
When a public sewer becomes available to a property served by
a private sewage disposal system, the owner shall have a connection
made to the public sewer.
