The purpose of this chapter is to regulate and control the use of snowmobiles within the corporate limits of the Village of Hilton, to provide for the safe and proper use of snowmobiles within the Village and to minimize detrimental effects of their use upon the community and upon the environment.
The operation of snowmobiles within the corporate limits of the Village of Hilton shall be pursuant to Article 8 of the Conservation Law of the State of New York, except as otherwise herein provided, pursuant to authority given to political subdivisions by Title D of the Parks, Recreation and Historic Preservation Law. The use of snowmobiles on state highways shall be subject to the provisions set forth in Title D of the Parks, Recreation and Historic Preservation Law of the State of New York.

No snowmobiles shall be operated on public sidewalks within the Village of Hilton except for the purpose of crossing same to effect a street or highway crossing pursuant to § 25.05(3) of the Parks, Recreation and Historic Preservation Law.

The operation of snowmobiles on highways and municipal parking areas within the Village of Hilton, other than state highways, shall be limited to ingress and egress to and from the Village by residents of the Village from their places of residence except as otherwise provided by the provisions of Article 8 of the Conservation Law of the State of New York, and further, subject to the following conditions:
A. 
Snowmobiles shall be driven only on the extreme right-hand side of the pavement with traffic.
No person shall be permitted to operate a snowmobile within the Village unless he is able to show proof of financial responsibility for the negligent operation of such vehicle in amounts equal to those required by the operation of motor vehicles registered for operation on the highways of the State of New York. Such proof must be carried on the vehicle or on the person of the operator of the vehicle.
Except as otherwise herein provided, all of the provisions of Article 8 of the Conservation Law of the State of New York and any amendments thereto shall apply to the operation of snowmobiles within the Village of Hilton.
Any person found in violation of this chapter shall be considered a violation and punishable by a maximum fine not to exceed $250 or imprisonment for not more than 15 days, or both. Each day on which such violation continues shall constitute a separate offense.

This chapter shall take effect on the seventh day of February 1972 after due publication and posting as provided by § 95 of the Village Law.
