A. There
is hereby created a Department of Police within the City of Lincoln,
Missouri.
B. The
Department of Police shall consist of a Chief of Police and such other
law enforcement personnel as they deem necessary.
C. The
Chief shall, subject to approval of the Mayor and Board of Aldermen,
set forth such rules and regulations for the proper operation of the
Department as shall be deemed necessary and not inconsistent with
law.
D. The
workweek of each officer and patrolman of the Police Department shall
be forty (40) hours per week. The Chief of Police shall prepare a
work schedule for each man subject to the approval of the Mayor and
Board of Aldermen.
The Mayor with the approval of a majority of the members of
the Board of Aldermen shall appoint a Chief of Police who shall perform
all duties required of the Marshal by law and any other Police Officers
found by the Board of Aldermen to be necessary for the good government
of the City. The Chief of Police shall be twenty-one (21) years of
age or older.
The Police of the City may be appointed in such numbers, for
such times and in such manner as may be prescribed by ordinance. They
shall have power to serve and execute all warrants, subpoenas, writs
or other process and to make arrests in the same manner as the Marshal.
They may exercise such powers in areas leased or owned by the municipality
outside of the boundaries of such municipality. The Marshal and Policemen
shall be conservators of the peace and shall be active and vigilant
in the preservation of good order within the City.

A. All
newly hired Peace Officers shall be required to have no more or less
than four hundred seventy (470) hours of training for certification
by the Department of Public Safety.
B. Newly
hired Law Enforcement Officers shall have a one (1) year period after
appointment to be certified by the Department of Public Safety.
