A. 
There shall be a Department of Economic Development, the head of which shall be the Economic Development Director. Prior to his appointment, the Economic Development Director shall be qualified by education, training and at least three years of responsible experience for the duties of his office. The Economic Development Director shall receive an annual salary as established by ordinance, to be paid as all other salaries are paid.
B. 
Any reference to powers or duties of the "Department of Community Development" in any codified ordinance, uncodified ordinance, resolution, executive order or agreement enacted prior to the 2014 effective date of the creation of the Department of Economic Development shall be rebuttably presumed to refer to the Department of Economic Development, unless the reference primarily addresses activities of the Division of Housing, which shall remain within the Department of Community Development.
A. 
Within the Department of Economic Development, there shall be the Planning and Zoning Division, the head of which shall be the City Planner.
B. 
The Planning and Zoning Division shall:
(1) 
Provide staff services for the Planning Board.
(2) 
Provide staff services for the Board of Adjustment.
(3) 
Prepare and maintain maps, charts and data relating to the present and proposed physical development of the City and present and proposed uses of land therein and present and proposed population densities, including, without limitation thereto, a Master Plan, Official Zoning Map and a map of such waterways and subsurface utilities as can be made available.
(4) 
Prepare proposed subdivision and zoning regulations and amendments thereto.
(5) 
Prepare or assist in the preparation of loan and grant applications.
(6) 
Consult with the Planning Board with respect to proposals developed under Subsection B(1), (3) and (4) of this section.
(7) 
Prepare, review, revise and modify a workable program as defined by N.J.S.A. 40:55C-35 and 40:55C-37 for utilizing appropriate private and public resources to eliminate and prevent the development or spread of blight and deterioration, to encourage needed conservation or rehabilitation, to provide for the redevelopment of blighted, deteriorated or deteriorating areas or to undertake such of these activities or other feasible activities as may be suitably employed to achieve the objectives of such a program, provided that the workable program may be adopted, amended, revised or modified only with the approval of the Mayor.
A. 
Within the Department of Economic Development, there shall be the Community Improvements Division, the head of which shall be the Community Improvements Director.
B. 
The Community Improvements Division shall be responsible for:
(1) 
Conducting all inspections and enforcing all regulations pertaining to zoning and building codes of the City, electrical requirements, plumbing codes, elevator codes and housing maintenance regulations.
(2) 
The issuance of building, plumbing, electrical, fire and elevator permits.
C. 
The positions within the Department of Economic Development, Community Improvements Division, shall be as set forth in Appendix A, Active Titles in Local Government, included at the end of this chapter.
A. 
Within the Department of Economic Development, there shall be the Redevelopment Division, the head of which shall be the Redevelopment Director.
B. 
The Redevelopment Division shall:
(1) 
Administer and direct urban conservation, rehabilitation and renewal activities of the City.
(2) 
Exercise the powers of the City as an authorized local public agency for purposes of any federal urban renewal or redevelopment program, provided that no project shall be undertaken except upon the approval of the Council, and nothing in this section shall be construed to authorize any expenditure except pursuant to an appropriation made by the Council.
(3) 
With the approval of the Director of the Department, appoint or contract with technical and professional advisers and assistance as may be required and approved for any federally or state aided planning, renewal, development or redevelopment project, provided that nothing herein shall be construed to authorize the making of any contract in excess of $2,500 without the approval of Council.
(4) 
Constitute and appoint, with the approval of the Director of the Department, advisory committees, neighborhood councils and other forms of citizen participation in urban rehabilitation and redevelopment.
A. 
Within the Department of Economic Development, there shall be the Economic Development Division, the head of which shall be the Economic Development Director.
B. 
The Economic Development Division shall:
(1) 
Be responsible for the preparation, formulation and implementation of an overall economic development plan for the City.
(2) 
Coordinate all program activities concerning the economic development of the City.
(3) 
Formulate plans for attracting new business and industry into the City so that jobs are made available to alleviate or prevent conditions of unemployment, underemployment and economic dislocation.
(4) 
Develop an ongoing program to improve utilization of industrial and commercial space and to provide opportunities for industrial and commercial expansion.
(5) 
Involve public officials and private citizens in analyzing local economics, defining development goals, determining project opportunities and formulating and implementing development programs.
C. 
The positions within the Department of Economic Development, Economic Development Division, shall be as set forth in Appendix A, Active Titles in Local Government, included at the end of this chapter.
Whenever any project or course of action is related to or may affect the Master Plan, the Department shall submit the matter to the Planning Board for review and recommendation. Such recommendation shall be annexed to and accompany any proposal transmitted to the Council with respect to any such project or course of action.
A. 
Within the Department of Community Development, there shall be the Cultural/Community Affairs Division, the head of which shall be the Cultural/Community Affairs Director.
B. 
The Cultural/Community Affairs Division shall:
(1) 
Assume responsibility for the development of programs and activities aimed at meeting the needs of the community.
(2) 
Implement programs developed by the Mayor and City Council designed to promote economic development and cultural services.
(3) 
Maintain liaison with citizen groups and agencies interested in participating in programs and activities promulgated by the Division.
(4) 
Maintain liaison with citizen programs interested in participating in programs and activities promulgated by the division.
(5) 
Act as liaison to federal, state, county, local and private sector agencies to ascertain the availability of funding for arts and cultural programs within the City.
(6) 
Ascertain the cultural needs of the City and implement programs to meet them.
(7) 
Act as an informal resource person for federal, state and local arts organizations.
(8) 
Coordinate volunteer programs within the City for arts and cultural activities.
(9) 
Assist local educational, cultural and charitable institutions through cooperative programs to enhance membership, funding and publicity.
(10) 
Coordinate requests by independent entities to obtain filming permits within the City.
(11) 
Attempt to comply with HUD regulations mandating that 51% of said activities benefit low/moderate-income residents.
A. 
Within the Department of Economic Development, there shall be the Historic Preservation Division, the head of which shall be the Historic Preservation Director.
B. 
The Historic Preservation Division shall:
(1) 
Provide professional staff services and guidance to the Historic Preservation Commission in executing its duties and responsibilities under the City of Paterson Zoning and Land Development Ordinance, Chapter 483 of the Code of Paterson.
(2) 
Assist the Historic Preservation Commission to pursue and implement programs designed by the Department of Community Development to promote and coordinate historic preservation activities and efforts throughout the City.
(3) 
Act and lead as liaison for administrative and executive coordination of historic preservation planning, program integration, reviews, application for specialized funding to federal, state, county, City, not-for-profit and private sector agencies, including the Historic Preservation Commission, Department of Community Development and all other City departments as necessary.
(4) 
From time to time develop and administer programs and activities for public engagement and participation in heritage and historic preservation awareness efforts and to participate with other agencies as necessary in joint programs to this end.
(5) 
Examine and report to the Department of Community Development on opportunities for historic preservation practice, application, efforts, programs and funding programs to participate in for redevelopment, economic development, reuse planning and heritage tourism planning to the benefit of the City, business community and citizens.
(6) 
Identify, maintain and develop inventories, maps, records, professional assessment reports, property-related data and research of historic resources throughout the City necessary in all aspects of the Division's responsibilities in pursuit of this section.
(7) 
Assist the City with historic preservation guidance for capital improvement strategies and priorities, and for the ongoing maintenance of its inventory of historic and landmarked buildings, monuments, structures and open spaces.
