A. Tapping
shall be performed by the City only as authorized by the Director
of Public Works or his/her representative or designee.
B. Taps
shall be located within the property lines of the building or premises
to be served. The words "within the property lines" shall be interpreted to mean that portion of the main that is intersected
by an extension of the side lot lines of the premises served in a
direction perpendicular to the centerline of the street in which the
main is located.
C. The
responsibility for excavation and the protection of same shall rest
on the permit holder.
D. Excavations
must be free of water and debris so that the tapper can perform his/her
task without delay. Should the work be in such condition as to necessitate
an additional trip by the tapper, the licensed plumber shall be charged
the inspection fee for such additional trips.
E. The
Water Department shall be given at least twenty-four (24) hours' notice
in advance of the time a tape is to be made. Taps will not be made
on Saturdays, Sundays or holidays.
F. The service trench shall not be backfilled until after the tap has been completed and the installation approved by the Director of Public Works or his/her authorized representative. Street cuts shall be made in such a manner to minimize damage to the street and other immediate areas. The person making the excavation shall refill the trench as soon as possible with materials accepted by the City. Surfaces of street cuts shall be replaced as responsible for removing any residual materials and clean site. If excavation fill and/or surface repair is performed by City personnel, the following fees will be levied in accordance with Section
705.730.

A. No
corporation tap shall be larger than one (1) inch diameter, except
that on mains four (4) inches or smaller in diameter, no corporation
tap shall be smaller than three-fourths (¾) inch in diameter.
B. Corporation
taps shall be made so that the corporation cock is inserted at approximately
forty-five degrees (45°) from the top of the main.
C. Manifold
or "spider" taps for service connections shall not be permitted.
D. A corporation
tap shall not be closer than eighteen (18) inches to a bell, spigot,
another tap, valve or blow-off.
E. The main must be exposed for a distance of two (2) feet on both sides of the tapping point to maintain proper distance as required in Subsection
(D) above and extend three (3) feet from the face of the main. The main must be uncovered completely around.
F. The
tap excavation must be of sufficient size to permit the tapper to
attach and operate the tapping machine. Tunneling to provide access
for the tap is not acceptable.
G. If
corporation taps cannot be made in accordance with the foregoing requirements
because of obstructions or conditions that cannot be changed, the
matter in which the tap is to be made shall be determined by the Director
of Public Works.

A. Service
lines shall be installed on the property being served and in a manner
that satisfies the requirements of this Code.
B. In
no case shall a property owner extend his/her service piping across
a street or alley or to an adjacent building for the purpose of supplying
water service to the adjacent property, even though such adjacent
property is owned by the same party.
C. Service
lines are to run perpendicular to the main.
D. No
pipes or conduits will be permitted in the same trench with the service
line.
E. No
service line shall be installed closer than ten (10) feet horizontally
or twelve (12) inches vertically from a sewer.
F. Service
lines shall have a cover of not less than forty-two (42) inches or
more than five (5) feet.
G. No
service line shall be less than three-fourth (¾) inch inside
diameter.
H. Service lines from the tap to the meter shall conform to Section
515.050.

A. The
connection of tap service connection to the corporation cock shall
be made by means of an approved adapter.
B. The
lines shall be laid with an expansion loop located as near to the
corporation cock as possible. This loop shall be in the form of a
half S bend and be at least six (6) inches off the centerline of the
run to provide excess material for settlement and flexibility.
C. No
coupling of any type will be permitted between the corporation cock
and curb stop or meter yoke where the distance is less than fifty
(50) feet. Only three (3) part flared union couplings will be permitted
in making connections in copper pipe over fifty (50) feet long.
D. No
sweat joints will be permitted on any portion of the service line.
E. All
tap service connections shall be fitted with a two (2) headed curb
stop located on the property line opposite the tap connection unless
the meter yoke for an outside meter set is located on the property
line, in which case a curb stop will not be required.
F. Each
curb stop (if required) must be fitted with an adjustable, two (2)
section curb box of gray cast iron. The curb box must have an internal
diameter of not less than three (3) inches on the lower section, a
closed base to hold the curb stop in center and permit an adjustment
of not less than one (1) foot in length.
G. Each
tap service connection shall be fitted with a stop and waste valve
immediately upon entering a building.

When service piping is installed for future use, it shall be
installed as far as the property line and plugged and marked in a
manner approved by the Director of Public Works. An extension permit
will be required to complete the service.

A. A "multiple service" is a service having one (1) connection
to the main and branching on public property before entrance to a
single building. Multiple service piping must meet the following requirements
and shall apply to new construction in the following manner:
1. Each branch shall have a separate curb stop or shut-off valve on
the meter yoke.
2. Each branch shall have a separate meter.
3. Each branch shall require a separate permit.

The Water Department shall maintain all service lines from the
main to and including the first (1st) valve but not the house side
connection thereto. In the case where no valve is located in the service
line and the meter is located in the private property of the owner,
it shall be the responsibility of the owner to maintain the service
line from the main to the building served.

A. When
the premises previously served have been abandoned or demolished;
or
B. On
application for permit by the owner of the premises served.

A. The
disconnection of service at the main as provided in this Code shall
be accomplished in the following manner:
1. On tap service connections, the corporation cock shall be uncovered
and turned off, the service line disconnected and the corporation
capped.
2. On branch service connections, the abandonment shall be performed
in a manner specified by the Director of Public Works.

A. When
a building is to be razed, all unnecessary services to the premises
shall be abandoned in accordance with the following:
1. The work shall be performed by a licensed plumber upon securing the
appropriate permit.
2. The licensed plumber shall perform the work of capping the corporation
cock, removal of the curb box, removal of meter set and lid and the
return of said materials to the Water Department. Inspection of said
work shall be made before backfilling. For branch services, disposition
of the meter pit shall be made as directed by the Director of Public
Works.
3. The work shall be performed at the expense of the property owner.
