The office of City Administrator is hereby created for the City pursuant to Chapter 77 of the Revised Statutes of Missouri as amended.

A. 
The Board of Aldermen, subject to the approval of the Mayor, shall by resolution employ a City Administrator, who shall be responsible for the administration of all the departments of the City government which the Mayor and Board of Aldermen have the authority to control. He/she shall be appointed with regard to merit only, and he/she need not be a resident of the City at the time of his/her appointment.
B. 
The qualifications for holding the office of City Administrator shall be as follows:
1. 
He/she must have a college degree in business administration, public administration, political science or engineering, or other appropriate graduate degree from an accredited college or university.
2. 
He/she must be at least twenty-one (21) years of age and must devote his/her full time to his/her duties as City Administrator.
C. 
Removal From Office.
1. 
The City Administrator may be removed from office and discharged from employment without cause upon resolution of the Board of Aldermen adopted by a two-thirds (⅔) majority of the members of the Board of Aldermen. A certified copy of such resolution shall be delivered to the discharged City Administrator by the City Clerk, or Mayor, within ten (10) days following its adoption.
2. 
The City Administrator may be removed from office and discharged from employment by the Mayor upon the affirmative vote of a majority of all the members of the Board of Aldermen.

A. 
The City Administrator shall have the following functions and duties:
1. 
He/she shall be the Chief Administrative Assistant to the Mayor.
2. 
He/she shall have general superintending control of the administration and management of the government business, officers and employees of the City, subject to the direction and supervision of the Mayor. These responsibilities shall include:
a. 
To execute the policies, directives and legislative actions of the Mayor and Board of Aldermen.
b. 
To direct, supervise and coordinate administrative activities of the City.
c. 
To employ, demote, promote, discipline, suspend and discharge any Group Manager of the City with the approval of the Mayor, but without necessity of approval of the Board of Aldermen, and all other employees without the necessity of approval of the Mayor and the Board of Aldermen.
d. 
To prepare a proposed annual operating budget and submit the proposed budget for review, consideration and adoption by the Mayor and Board of Aldermen.
e. 
To administer the annual operating budget as adopted by ordinance.
f. 
To prepare and periodically revise a five (5) year capital improvements plan and budget.
g. 
To recommend and administer personnel policies and classifications, compensation and evaluation programs for all City employees, in conformity with the ordinances of the City.
h. 
To monitor the financial condition of the City and estimate present and future financial needs.
i. 
To submit monthly financial reports.
j. 
To combine or consolidate job positions within departments as necessary or prudent for maximum utilization of manpower.
k. 
To recommend and administer policies governing purchasing procedures and inventory control.
l. 
To authorize changes in departmental budget line items within the overall departmental budget appropriations.
m. 
To investigate and take any necessary action on complaints concerning administrative matters and personnel performance, subject to Subparagraph (c) of this Subsection.
n. 
To delegate to other administrative officers subject to the City Administrator's direction and supervision the authority to exercise such powers, perform such duties and assume such responsibilities as may be considered appropriate.
o. 
To provide to the Mayor and Board of Aldermen information, guidance and leadership in matters of policy determination.
p. 
To perform such other duties as may be required by the Mayor or Board of Aldermen.

The salary of the City Administrator shall be as established from time to time by ordinance.
