The appointive office of Director of Community Development is
hereby created.

A. The
Director of Community Development may be appointed by the Mayor and
by and with the advice and consent of the Board of Aldermen.
B. The
Director of Community Development may be removed from office and discharged
from employment, without cause, by the Mayor upon the affirmative
vote of a majority of all the members of the Board of Aldermen.
C. The
qualifications for holding the office of Director of Community Development
shall be as follows:
1. He/she must have a college degree in civil engineering or its equivalent,
other appropriate graduate degree from an accredited college or university,
and/or the equivalent combination of experience and training which
provides the required knowledge, skills and abilities.
2. He/she must be at least twenty-one (21) years of age and must devote
his/her full time to his/her duties as Director of Community Development.
3. The Director of Community Development shall be selected and appointed
with primary consideration given to known and demonstrated ability
and judgment as a manager and as administrator, with sufficient knowledge
and experience of technology to procure, perceive and evaluate technical
consultation and advice by qualified professionals as they relate
to the operation of the department.

A. The
Director of Community Development shall be immediately accountable
and responsible to the Mayor for the effective performance of his/her
office and the administration of the community development department.
B. The
Director of Community Development shall supervise the personnel and
operations of the community development department.
C. The
Director of Community Development shall recommend to the Mayor the
necessary types and number of personnel position classifications to
carry out the responsibilities of the department. After the annual
review and approval of the position classification plan by the Board
of Aldermen, the authorized positions for the department shall be
filled and administered in accordance with the personnel regulations.
D. The
Director of Community Development shall execute all duties and responsibilities
pertaining to the community development department as may be specified
in other Ordinances of the City and administrative regulations which
shall include, but are not limited to, the following:
2. Inspection of all dangerous buildings and enforcement of applicable
ordinances;
3. Administration of housing programs;
4. Enforcement of zoning ordinances;
5. Enforcement of all occupational licenses;
6. Other responsibilities as may be assigned by the Mayor.

The salary of the Director of Community Development shall be
as established from time to time by Ordinance.
