A.
It is unlawful for any person, persons, firm, co-partnership, association or corporation to do or engage in any of the various businesses, employments, occupations, agencies, amusements or exhibitions or own, manage, operate or control any of the matters and things hereinafter listed and provided for unless the person, persons, firm, co-partnership, association or corporation shall first apply to the City Clerk for a license, and if the Clerk is convinced that the applicant has complied with any and all ordinances of the City governing the issuance of a license to do or engage in the matter or things in which the license is applicable for, he or she shall issue to the applicant a license upon payment of the proper license tax or occupation tax as hereinafter set out.

The possession of a retail sales license and a statement from the Department of Revenue that the licensee owes no tax due under Sections 144.010 to 144.510, RSMo., or Sections 143.191 to 143.261, RSMo., shall be a prerequisite to the issuance or renewal of any City occupation license which is required for conducting any business where goods are sold at retail. The date of issuance on the statement that the licensee owes no tax due shall be no more than ninety (90) days before the date of submission for application or renewal of the local license. The revocation of a retailer's license by the Director shall render the occupational license null and void. All applicants seeking to or operating any hotel, motel or lodging establishment shall present at the time of initial application or renewal of a license, a certification of inspection by the St. Francois County Health Department, dated within sixty (60) days of the date of application, and their Missouri issued lodging license for the year of application. Excluding initial applications, all renewal licenses for hotels, motels and lodging establishments shall be issued on a yearly basis on November 1st and shall expire on October 31st of each year. All applicants seeking to or operating a business selling, buying, trading or otherwise dealing in the sale, purchase or trade of motor vehicles, trailers or other titled personal property shall present at the time of the initial application, or renewal of a license, the bond required by the State regulation in the name of the license applicant, and for renewal applicants only, a Missouri State Highway Patrol dealer inspection, not dated greater than sixty (60) days prior to the application, and their last three (3) monthly reports filed with the Missouri Department of Revenue.
