A. No person shall, for hire, engage in the business of collection and/or
dumping of garbage, rubbish or refuse into or within the City of Muskego
until a permit for each vehicle, truck, or semitrailer truck used
in such business shall have been first issued by the City Clerk or
designated agent. No such permit shall be issued by the Clerk or designated
agent unless proper application pursuant to this article and payment
of all fees for said permit have been submitted to the Clerk or designated
agent.
B. A designated agent may not issue a permit for his own vehicles, trucks,
or semitrailer trucks or those of a subsidiary company.
C. Application for such permit shall be made to the City Clerk or designated
agent, and the applicant shall pay to the City Clerk or designated
agent at the time of filing such application a fee, which will be
established periodically by resolution of the Common Council, for
each vehicle, truck, or semitrailer for an annual permit or temporary
thirty-day permit. Any designated agent shall prepay the City of Muskego
for all permits to be issued by the agent. At time of issuance of
any permit, the agent shall provide a copy of the application for
refuse permit and permit number issued to the City Clerk within 24
hours of issuance.
An application for a permit hereunder shall be on the form(s)
provided by the City Clerk.

The permit shall be in the form of an identification decal and
shall bear the permit number, the license number of the vehicle, truck,
or semitrailer truck and the expiration date of the permit. The decal
shall be placed in the lower right-hand corner of the windshield of
each vehicle or truck. For semitrailer trucks, the decal shall be
placed on the lower right corner of the trailer tailgate. All permits/decals
shall be available for inspection by any police officer or any other
public official of the City of Muskego upon demand.
No garbage, rubbish or other refuse shall be disposed of or
dumped upon any lands in the City except upon lands which have been
duly licensed for that purpose by the City.
All garbage hauled upon streets or highways within the City
shall be in covered containers. All other materials shall be so loaded
as to prevent any loss thereof while being transported.
The Common Council may at any time, after public hearing, cancel and revoke any permit issued hereunder, in the event of any violation thereof. The procedure for hearing shall be pursuant to Article
I of this chapter.
All permits issued hereunder shall expire on June 30 of each
year.
Any licensed site shall not receive garbage, rubbish or other
refuse to be dumped or disposed of on any land under its control by
an unlicensed hauler.
Any person, firm or corporation violating any provision of this article shall be subject to a penalty as provided in §
1-4 of this Code, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
