A. 
It is hereby established a curfew in the New London community parks, said curfew beginning at sunset on each evening and ending at 6:00 A.M. on the following morning. No individual shall walk through, drive through or stay within the boundaries of the park during those hours.
B. 
The New London Board of Aldermen shall place notices of the curfew at prominent places throughout the park and at every entrance thereto.
C. 
The only exception to this curfew shall be organized activities sanctioned by the City which have begun before, but have not concluded by sunset. In no event shall any such function go beyond 1:00 A.M. An example of such an exempt function would be organized baseball or softball games.
D. 
Anyone violating this curfew shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be punished by a fine of not less than seventy-five dollars ($75.00) nor more than two hundred fifty dollars ($250.00), or by imprisonment in the City or County jail for a term not to exceed ninety (90) days, or by both such fine and imprisonment.

Any agent, manager or employee of any electric light company or corporation, or of any telephone, telegraph or any other company or corporation whatsoever, doing business in this City, who shall throw, place or leave in or upon any of the streets, alleys, curbing, sidewalks or gutters of this City, any nails, wires, poles, branches of trees, excavations or rubbish whatsoever, who shall leave any wire hanging or suspended in any way to endanger or obstruct persons traveling on or using said streets, alleys, or sidewalks, shall upon conviction thereof, be punished by a fine of not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00).

Every owner of, or person occupying any house, building, lot or premises in this City shall keep the shade trees and ornamental trees in the street, avenues or sidewalks in front and along side of said house, building, lot or premises trimmed so that the branches of such trees shall not be lower than ten (10) feet from the surface of said street, avenue or sidewalk; and the owner of or occupant of any such building, lot or premises shall also keep the grass on each side of the sidewalk in front or along side said premises cut to a level with said sidewalk. Every day any such person shall neglect or refuse to trim the trees or cut the grass as required by this Section shall constitute a separate offense which shall be punishable as such.

No owner, or person in charge and control of any private stable for housing horses or other animals, privy vaults, pig sty, cow sheds, cow stables, or of any store, butcher shop, motor vehicle, bakery, or other building or structure of a like nature, shall not permit the same to become and remain unclean, or obnoxious, or offensive to the annoyance of the citizens of this City, or any one of them. Every person so offending shall, upon conviction thereof, be fined not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00). If such odor be not removed within five (5) days after such condition, it shall be deemed a second (2nd) offense against the provisions of this Section, and every like neglect of each succeeding five (5) days thereafter shall be considered an additional offense against the provisions of this Section, and subject the offender to the same punishment.

It shall be unlawful for any person, within this City to use combustible or inflammable materials so as to endanger any premises by fire, or to commit any act of gross neglect or carelessness which increases the danger of fire within the City.

All citizens within this City shall keep the sidewalks in front of their premises clear of all obstructions of whatever kind and shall keep the gutters adjacent thereto clean and free from trash and refuse.

Any person or persons who shall within this City conduct through pipes or otherwise into or upon any street, alley, highway, or other public or private place, from any kitchen, bathroom, toilet, or from any building of whatsoever kind, any sewage or other offensive liquids or substances, shall upon conviction thereof, be deemed guilty of an offense, and punished by a fine of not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00).

A. 
It shall be unlawful for any person or persons to operate any slaughter house or abattoir or slaughter pen within the corporate limits of this City without first having complied with the following requirements, to-wit:
1. 
Obtaining a permit from the Board of Aldermen of the City of New London, Missouri, at a regular meeting thereof.
2. 
Complying with all of the regulations of the Department of Health, of the State of Missouri, respecting the operation and management of said business, together with any regulations of the Federal Government which may be applicable thereto.

It shall be unlawful for any person within the corporate limits of the City upon any of the streets, alleys, highways, or in any public place or part thereof to discharge any cannons, or fire off any carbine, fusil, squib, rockets or firecrackers, torpedoes, or any other fireworks loaded with or possessed of powder or other dangerous combustible materials. The firing of salutes by any military corps shall be exempt. It shall further be unlawful for any person to discharge any cannons or carbine on any property belonging to the City of New London which may be outside the limits of the City. The Board of Aldermen may, by motion, exempt application of any or all provisions of this Section for celebration of the 4th of July or similar occasions within the sole discretion of the Mayor and Board of Aldermen.

A. 
It shall be unlawful for any person to distribute or sell tobacco products or tobacco product paraphernalia to a minor. For the purposes of this Section, the following terms shall have the following meanings:
MINOR
Any person under the age of eighteen (18) years.
TOBACCO PRODUCT PARAPHERNALIA
Shall include, but not be limited to, cigarette wrapping papers and pipes made for smoking tobacco products.
TOBACCO PRODUCTS
Any substance containing tobacco leaves including, but not limited to, cigars, cigarettes, pipe tobacco and smokeless tobacco. Smokeless tobacco means any tobacco products that are suitable for dipping or chewing, such as snuff, chewing tobacco or dipping tobacco.
B. 
Any person found guilty of violating the provisions of this Section shall be subject to a penalty for each violation of a fine of one hundred dollars ($100.00).

It shall be unlawful for a minor to purchase or attempt to purchase cigarettes or tobacco products. Any person found guilty of violating the provisions of this Section shall be subject to a penalty of a fine of not less than ten dollars ($10.00) and not more than five hundred dollars ($500.00) for each violation.

A. 
Removal Of Signage. Any person, firm or entity placing signage within the City limits of the City of New London advertising a private sale of personal property, which shall include but not be limited to yard sales, garage sales, or any other private sale, when such signage shall be placed outdoors upon public or private property, shall remove said signage within five (5) days of the sale date so advertised.
B. 
Penalty. Failure to comply with the provisions of this Section shall constitute the crime of littering and shall be punishable upon conviction of a fine of not more than five hundred dollars ($500.00).
