The Mayor, with the consent and approval of a majority of the members elected to the Board of Aldermen, shall have the power to appoint a Treasurer, City Attorney, City Engineer, City Collector and such other Officers as he may by this Code or ordinance be authorized to appoint.

Every Officer of this City shall, before entering upon the duties of his office, take and subscribe to an oath or affirmation before some Court of record in the County, or the City Clerk, that he possesses all the qualifications prescribed for his office by law; that he will support the Constitution of the United States and the Constitution of the State of Missouri, the provisions of all laws of this State affecting cities of this class, and the provisions of this Code and the ordinances of the City, and faithfully demean himself while in office; which official oath or affirmation shall be filed with the City Clerk.

A. 
Bond or insurance shall be provided to the City for the faithful performance of duties and correct accounting for and delivery to the City of all monies and other property in the custody and belonging to or under the control of the City by each and every officer or employee indicated in the following list and enumeration and for the amount set opposite their designation:
1. 
City Clerk: $10,000.00.
2. 
Deputy City Clerk: $10,000.00.
3. 
City Clerk/Administrator: $50,000.00.
4. 
City Collector: $20,000.00.
5. 
When required by the Board of Aldermen, any other officer/employee of the City shall, within fifteen (15) days after their appointment and before entering upon the discharge of the duties of their office, provide such bond or insurance to the City in the sum as established by the Board of Aldermen.
B. 
All amounts required by this Section shall be provided by either an employee fidelity bond or by employee fidelity insurance upon the security of a reliable company duly authorized to do business in the State of Missouri and empowered by law to sign as surety to give bonds or insurance for the faithful discharge of duties by public officers and others. Proof of such bond or insurance shall be maintained at City Hall.
C. 
The premiums on all such official bonds or insurance shall be paid by the City out of appropriate funds.
D. 
Nothing in this Section shall be construed to prevent the Board of Aldermen from procuring department, position or blanket bonds or insurance, thereby covering all the employees of the City in order to eliminate the necessity and extra costs of separate bonds issued to cover individual officers or employees.

The duties of the various Officers and employees of the City shall be as prescribed by State law, specific provisions of this Code, City ordinances and as required by the Board of Aldermen from time to time.

The compensation of the various elected and appointed Officers and employees of the City shall be as determined by the Mayor and Board of Aldermen by ordinance; provided, however, that the salary of an Officer shall not be changed during the time for which he was elected or appointed.

The salary of the City Attorney shall be an amount as set by the Board of Aldermen from time to time, while acting as such for the City; and he shall be compensated for additional services rendered to the City which are not in the ordinary line of duty as City Attorney. Such compensation, when and if incurred, shall be fair and reasonable under the circumstances.

The City Collector shall pay into the City Treasury monthly all money received by him from all sources which may be levied by law or ordinance; also, all licenses of every description authorized by law to be collected and all monies belonging to the City which may come into his hands.

A. 
At the first meeting of the Board of Aldermen in April of each year, the Collector shall submit, under oath, a list of delinquent taxes remaining due and uncollected for each year, to be known as "The Land and Lot Delinquent List" and the "Personal Delinquent List".
B. 
The City Collector shall report to the Board of Aldermen, at regular meetings in each month, all taxes collected on the real and personal delinquent list; and he shall pay the same into the City Treasury, and shall receive credit therefor. He shall turn over to his successor in office all uncollected delinquent lists receiving credit therefor, and his successor shall be charged therewith.

The City Clerk shall be elected by the Board of Aldermen as from time to time shall be necessary and shall serve at the pleasure of the Board of Aldermen for an indefinite term. The City Clerk shall be responsible to and under the general supervision of the Board of Aldermen who shall annually review, in March of each year, the performance, functions and duties of the City Clerk, but whose daily performance, functions and duties shall be under the direct supervision of the City Administrator.

A. 
Qualifications. The City Clerk shall have qualifications as determined by the Board of Aldermen.
B. 
Duties Generally. The City Clerk shall, in addition to other duties which are or may be required by this Code or other ordinance, attend all meetings of the Board of Aldermen.

Keep minutes of all meetings of the Board of Aldermen and supervise the filing of Board minutes, records and other official documents.
2. 
Prepare agenda at the direction of the City Administrator and prepare packets for delivery prior to the Board of Aldermen meeting.
3. 
Sign and certify City ordinances, resolutions, contracts, reports and other records and official documents within two (2) business days of receipt of any request therefore and supervise their transmittal and filing in appropriate books.
4. 
Issue all licenses and permits in the name of the City.
5. 
Function as the custodian of records, being responsible for maintenance of all records of the City's public governmental bodies and the establishment of a public policy relating to meetings, records and votes of the City's governmental bodies.
6. 
Custodian of the City Seal.
7. 
Responsible for copying and making available all records open to the general public; assessing copy fees; permit fees and or charges.
8. 
Shall be the Budget Officer of the City and shall meet with the City Administrator and department heads to assemble an estimate of the financial needs and resources of the City for each ensuing year and shall prepare a program of activities within the financial power of the City, embodying in it a budget document with proper supporting schedules and an analysis to be proposed to the Mayor and Board of Aldermen for their final approval.
9. 
Shall make monthly reports to the Mayor and Board of Aldermen relative to the financial condition of the City. Such reports shall show the financial condition of the City in relation to the budget.
10. 
Prepare semi-annually a statement of the receipts and expenditures of the City and cause the same to be published in a newspaper with distribution in the City.
11. 
Provide all data and information pertaining to the City and its business as requested by the Board of Aldermen or its individual members.
12. 
Perform such functions and duties as required of the City Clerk of a Fourth Class City by the laws of the State and this Code and other ordinances of the City.
13. 
Perform other related duties as assigned.

A. 
Created. There is hereby created in and for the City the office of Supervisor of City Employees.
B. 
Appointment. The office of Supervisor of City Employees shall be filled by appointment by the Mayor, with the consent of the Board of Aldermen.
C. 
May Be Chief Superintendent. The Supervisor of City Employees may be the same person appointed as Chief Superintendent of Rock Port Municipal Utilities.

D. 
Duties, Powers Generally. The Supervisor of City Employees shall have supervision and control of the Officers and employees of the City in the improvement, repair and maintenance of the streets and alleys of the City, and shall have authority to make such recommendations to the Mayor and Board of Aldermen with respect to any of the business of the City pertaining to the streets and alleys and with respect to the duties, powers and privileges of the Officers and employees who are appointed by the Mayor with the consent of the Board of Aldermen.
E. 
Time Records. The Supervisor of City Employees shall have authority to keep time records of any employees and Officers appointed by the Mayor and Board of Aldermen.
