A. 
Deposits for utility services shall be paid and maintained by all residential and commercial customers as established herein. As used in this Section, the term "utility deposit" shall be understood to include both the deposit, if any, required for the receipt of electrical service and the deposit, if any, required for the receipt of water service.
B. 
Each applicant for utility services and each utility service customer shall maintain a utility service deposit with the City in the amount equal to twice the average monthly consumption amount as determined by this Section. Said deposit shall be tendered simultaneously with the application for utility service and shall be adjusted thereafter as determined by the Board of Aldermen.

C. 
The average monthly consumption amount shall be determined by the following criteria:

1. 
The average monthly utility usage of the current customer as reflected by the records of Rock Port Municipal Utilities, multiplied by the current utility rate applicable for that customer; or
2. 
The average monthly utility usage of the immediately previous customer at the service location as reflected by the records of Rock Port Municipal Utilities, multiplied by the utility rate applicable for the customer for whom the deposit amount is being calculated; or
3. 
The average monthly utility usage of the immediately previous customer at the service location as reflected by the records of Rock Port Municipal Utilities, adjusted to the actual usage anticipated by the new customer or new usage by the current customer multiplied by the utility rate applicable for the customer for whom the deposit amount is being calculated.
D. 
Rock Port Municipal Utilities is authorized to calculate deposit amounts at any time in order to adjust the amount of a utility service customer's deposit to reflect actual or anticipated usage by the customer.

E. 
In the event a new calculation of the applicable deposit amount results in an increase in the amount of the required utility deposit, the customer shall be notified of the increase and satisfy the same within thirty (30) days of notification. Failure to satisfy the increased deposit requirement shall be grounds for termination of utility services, and the customer shall be so advised at the time of the notice of the increased deposit requirement.
F. 
In the event a new calculation of the applicable deposit amount results in a decrease in the amount of the required utility deposit, the excess shall be refunded in accordance with the procedures in this Chapter applicable to utility deposit refunds.

A. 
Utility deposits shall be refunded to the utility service customer in accordance with the following procedures:
1. 
Upon termination of a customer’s utility service, whether voluntary or involuntary, the deposit shall be refunded to the customer after deduction of all utility service bills, fees, penalties and other amounts due and owing to the City. By receiving utility services, the customer authorizes such deductions prior to refunding the deposit balance. The customer shall be provided a statement explaining all deductions.
2. 
Except for refunds upon termination of utility services, any refund of a utility deposit or portion thereof shall be made by crediting the refund amount to the customer’s utility service account after deductions for any amounts due and owing to the City. Refunds of deposits upon termination of services shall be made by forwarding the refund amount after deductions for any amounts due and owing to the City to the customer at the address provided by the customer.

A. 
The following charges shall be made for connection of the consumer's premises to the utility systems of the City:
1. 
Water.
a. 
Residential and commercial: one thousand dollars ($1,000.00); and
b. 
The cost of meter, labor, material and equipment at rates as established by the City of Rock Port.
2. 
Sewer.
a. 
Residential and commercial: two hundred dollars ($200.00).
b. 
Consumer is responsible for installation.
3. 
Electric.
a. 
Residential And Commercial. There will be a charge based on time and material as established by the City of Rock Port for three 93) phase service and any service with distances greater than two hundred fifty (250) feet from the consumer or owner's property line to the electric meter.
b. 
Consumer is responsible for any underground service installation.

The rates set forth in this Section shall be effective for the September 2024 usage which will reflect on the October 2024 billing.
A. 
Electric power shall be furnished to residential customers at the following rates for each month of service:
1. 
$0.1394 per kilowatt hour for the first one thousand (1,000) kilowatt hours of service.
2. 
$0.1115 per kilowatt hour for each kilowatt hour above one thousand (1,000) kilowatt hours of service.
B. 
In addition to the foregoing service rates, all single-phase residential customers shall be assessed a service charge of twenty dollars ($20.00) per month.
C. 
In addition to the foregoing service rates, all three-phase residential customers shall be assessed a service charge of thirty-five dollars ($35.00) per month.

The rates set forth in this Section shall be effective for the September 2024 usage which will reflect on the October 2024 billing.
A. 
Electric power shall be furnished to commercial customers at the following rates for each month of service:
1. 
$0.1784 per kilowatt hour for the first one thousand five hundred (1,500) kilowatt hours of service.
2. 
$0.1004 per kilowatt hour for each kilowatt hour above one thousand five hundred (1,500) kilowatt hours of service.
B. 
In addition to the foregoing service rates, all single-phase commercial customers shall be assessed a service charge of thirty dollars ($30.00) per month.
C. 
In addition to the foregoing service rates, all three-phase commercial customers shall be assessed a service charge of thirty-five dollars ($35.00) per month.

A. 
Water Rates. The rates set forth in this Section shall be effective for the March 2023 usage which will reflect on the April billing.
1. 
Each water service location shall be charged a minimum water service availability fee per month based upon water meter size which includes the first one thousand (1,000) gallon used. The minimum water service availability fee shall be as follows:

2. 
In addition to the foregoing monthly water service availability fee, water service shall be provided to each location at the following rates for each month of service, which usage shall be measured by the water service meter or meters installed on the premises:
a. 
Seventeen dollars eighty-eight cents ($17.88) per one thousand (1,000) gallons or any fraction thereof of water used after the minimum one thousand (1,000) gallons.
B. 
Sewer Rates.
1. 
Each sewer service location shall be charged a sewer service availability fee of twenty-three dollars ($23.00) per month.
2. 
In addition to the monthly sewer service availability fee, sewer service shall be provided to each location at the following rates for each month of service, which usage shall be measured by the water meter or meters installed on the premises served:
a. 
Three dollars fifteen cents ($3.15) per one thousand (1,000) gallons or any fraction thereof of water used.
