A. 
A Police Department is hereby established in and for the City of Garfield to consist of such relative rank and number of officers in each rank as is hereinafter set forth:

(1) 
Table of organization/number and types of positions within the Police Department:
(a) 
Chief of Police: One.
(b) 
Deputy Chief: Up to one.
(c) 
Captain of Police: Up to four.
(d) 
Lieutenant of Police: Up to eight.
(e) 
Sergeant of Police: Up to 12.
(f) 
Police officers: Up to 60.
(g) 
Civilian employees as follows:

Dispatchers: Up to 10.
[2] 
Part-time dispatchers: Up to 15.
[3] 
Records clerks: Four.

Traffic maintenance personnel: Two.

Crossing guards: Up to 36.

B. 
The number of officers and the number of civilian employees in each rank or position set forth above shall be the maximum number in each of those ranks or positions. The actual number of officers or civilian employees in each individual position shall be determined on an as-needed basis and as designated by the City Manager, Chief of Police and governing body.[1]

A. 
The Chief of Police and all other members of the Police Department shall be appointed by the City Manager, subject to statutory provisions regarding qualifications and terms of office.
B. 
The Chief of Police shall have all the powers set forth in N.J.S.A. 40A:14-118, and the Chief of Police will be directly responsible to the City Manager for the efficiency and routine day-to-day operations of the Police Department. The Chief of Police shall, pursuant to the policies established by the City Manager:
(1) 
Administer and enforce rules and regulations and special emergency directives for the disposition and discipline of the force and its officers and personnel.
(2) 
Have, exercise and discharge the functions, powers and duties of the force.
(3) 
Prescribe the duties and assignments of all subordinates and other personnel.
(4) 
Delegate authority as the Chief may deem necessary for the efficient operation of the force to be exercised under the Chief's direction and supervision.
(5) 
Report at least monthly to the City Manager, in such form as shall be prescribed by the City Manager, on the operation of the force during the preceding month, and make such other reports and may be requested by the City Manager.

The appropriate authority shall, from time to time as may be necessary, adopt and amend the rules and regulations for the government and discipline of the Police Department and employees thereof. Said rules and regulations may fix and provide for the enforcement of such rules and regulations and the enforcement of penalties for the violation of such rules and regulations, and all employees of the Police Department shall be subject to such rules and regulations and penalties.

A. 
The City Manager is hereby designated the appropriate authority pursuant to N.J.S.A. 40A:14-118, who shall have the authority to establish policies, examine at any time the operations and performance of any member of the Police Department and act to provide for the health, safety or welfare of the municipality in an emergency situation through emergency directives.
B. 
Police discipline. Notwithstanding any provision in the police rules and regulations to the contrary, the City Manager, once other administrative procedures have been exhausted as set forth in the Police Department Rules and Regulations, will hear and judge any police disciplinary charges. The City Manager may reasonably delegate this responsibility.
