Number of dogs, cats or domesticated animals permitted to be maintained individually or in combination shall be no more then four in number.
A. 
The Health Code Officer or Animal Control Officer may further limit the number of animals as specified herein on any property or in any dwelling unit, if a health hazard or public nuisance is found to exist.
No person or custodian shall cause or allow any dwelling unit, structure, area or any place where any dog, cat or other domesticated animal is or may be kept (housed) to become unclean, unwholesome or odorous.
The police officers of the Borough of Collingdale and such other person as may be retained by Borough Council shall act as animal control officers (ACO). The duties of such animal control officer shall be to take into custody any and all dogs, cats and/or other animals found in violation of any provision of this chapter. Any such animal not restrained, leashed or properly secured upon the owner's property or property which the owner has permission to use shall allow said officer to seize such animal, impounding the same in a licensed kennel. A notice of seizure shall be sent to the owner or custodian of such dog or other animal, if known, in accordance with the laws of the Commonwealth of Pennsylvania.
No person shall interfere or attempt to prevent an animal control officer from performing his or her duty under this article or from seizing and capturing any animal or attempting to liberate any animal in the custody and possession of the animal control officer.
Every owner or person in custody of an animal must show a current license and vaccination tag upon request by the Animal Control Officer. Any owner failing or refusing to show a current license or vaccination tag to the appropriate Animal Control Officer shall be in violation of this article, and the animal may be seized and taken to a veterinarian, SPCA or a licensed holding kennel and held at the owner's expense until said owner or custodian shall submit proof of current vaccination and licensing.
The Animal Control Officer or Borough Health Officer shall have the right to inspect any such structure, dwelling, shelter, pen, corral, coup or yard on any premises against which a complaint has been made and issue any such order as may be necessary to carry out the provisions of this article.
A. 
All dogs and cats three months of age or older are required to be vaccinated for rabies.
B. 
All vaccinations are to be given by a licensed veterinarian or under the supervision of the licensed veterinarian.
C. 
Vaccinations given to dogs and cats under one year of age are good for one year only. A booster shot is required on the one-year anniversary of the original vaccination.
D. 
Vaccination given to dogs and cats over one year of age are good for three years. A booster shot is required on the three-year anniversary of the vaccination.
E. 
Dog, cat or domesticated animal owners, keepers or custodians who do not have their dogs and cats properly vaccinated for rabies are subject to the penalties provided herein.
No person shall treat an animal in the Borough of Collingdale in a cruel or inhumane manner. Beating, underfeeding, overloading and abandoning animals shall be considered cruel and inhumane treatment within the meaning of this section.
No person shall maintain or expose any dog, cat or other domesticated animal that is afflicted with a contagious or infectious disease whereby the health of persons or other animals may be affected nor shall any person ship or deliver any such diseased animal or remove it from the premises of the owner thereof except under the supervision of the Animal Control Officer or the Health Code Officer of the Borough of Collingdale. It is hereby made the duty of the Animal Control Officer to secure or the Health Officer to secure such disposition of any diseased animal and such treatment of effected premises as to prevent the communication or spread of the contagious or infectious disease, except in cases where the state veterinarian is empowered to act.
It shall be the duty and obligation of all owners, lessors or occupiers of real property within the Borough of Collingdale to provide for the immediate disposal of any and all dead cats, dogs or other domesticated animals upon such real property. It shall be the duty of those police officers of the Borough or the Animal Control Officer to arrange for the removal and disposal of all dead cats, dogs or other domesticated animals from the streets, highways or other public ways and places within the Borough of Collingdale.
Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 and/or to imprisonment of a term not to exceed 90 days.
