a) 
The Tribal Council has the option to present to the membership any proposed statute or resolution provided the referendum option is adopted by a majority vote of the full Tribal Council.
a) 
Qualified voters of the Huron Band may propose a resolution, ordinance, or other action permitted under this Constitution by an initiative petition signed by a minimum of thirty (30) percent of the qualified voters.
b) 
Any proposed or enacted statute or resolution of the Tribal Council involving or affecting the jurisdiction of the Band, the approval of the budget, appropriations for tribal government institutions, or the approval of leases, contracts or commercial transactions are specifically excluded from this article and are not subject initiative.
a) 
A special election for a referendum/initiative shall be held within ninety (90) days of the receipt by the Election Board of a request for a referendum/initiative election.
b) 
A majority vote of those who cast ballots shall determine whether the referendum/initiative shall go into effect, provided that a minimum of thirty (30) percent of the qualified voters cast ballots on the referendum/initiative. If adopted, it shall be binding on the Tribal Council until it expires by its own terms or is changed by further action of the voters.
a) 
Any statute or resolution enacted by referendum under this Article shall take effect ten (10) days after certification of the election by the Election Board.
