The provisions of this Title prohibiting the standing or parking
of a vehicle shall apply at all times or at those times herein specified
or as indicated on official signs except when it is necessary to stop
a vehicle to avoid conflict with other traffic or in compliance with
the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking
shall not relieve any person from the duty to observe other and more
restrictive provisions prohibiting or limiting the stopping, standing
or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall
park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof,
no person shall park a vehicle between the hours specified by ordinance
of any day except Sunday and public holidays within the districts
or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof,
no person shall stop, stand or park a vehicle between the hours specified
by ordinance of any day except Sundays and public holidays within
the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking
time limit is imposed or parking is prohibited on designated streets,
it shall be the duty of the City Traffic Engineer to erect appropriate
signs giving notice thereof and no such regulations shall be effective
unless said signs are erected and in place at the time of any alleged
offense.
In cases where an equally direct and convenient alternate route
is provided, an ordinance may describe and signs may be erected giving
notice thereof that no persons shall operate any commercial vehicle
upon streets or parts of streets so described except those commercial
vehicles making deliveries thereon.

A. All
vehicles not in motion shall be placed with their right side as near
the right-hand side of the street as practicable except in the following
instances:
1. No parking shall be permitted at any place where the curbs are painted
red.
2. All cars shall park on a diagonal line to the curb between markings
placed on the curb and sidewalk, turning into the curb from the line
of traffic, on Washington Street from Commercial Street to Pine Street
on both sides of the street, except for cars loading and unloading
at business places, which may park as necessary to load and unload
only.
3. There is hereby placed a safety zone of twenty-five (25) feet extending
parallel with Washington Avenue and Highway 60 and Jefferson Avenue
and Highway 60 on all four (4) corners from the property lines, and
parking within these limits is hereby prohibited.
4. The parking of trucks, buses and other motor vehicles of one (1)
ton capacity or larger shall be prohibited from parking along Washington
Avenue from Pine Street to Commercial Street, except as for the time
it may be necessary to load and unload merchandise.
5. The parking of cars with trailers and tractors with trailers or other
vehicles which exceed the length of twenty-five (25) feet is prohibited
along Washington Avenue from Pine Street to Commercial Street, except
for the time it may be necessary to load and unload merchandise.
6. No person shall park or allow to be parked any vehicle in front of
or within twenty-five (25) feet of the entrance of a driveway to a
business, residence or other private or publicly owned property; and
no person shall block or cause or allow to be blocked any such entrance
of any such driveway as posted.
7. Whenever angle parking spaces or parallel parking spaces are designated
on any street within the City by the painting of lines or markings
upon the street or curb or by other markings put in place at the direction
of the City, all vehicles shall be parked within the space designated
by such lines or markings.

No motor vehicle shall be parked on any of the streets or other
thoroughfares in the City continuously for a period of more than twenty-four
(24) hours.

A. Vehicles
licensed for more than eighteen thousand (18,000) pounds and having
more than two (2) axles are prohibited from being operated or being
parked on City streets which are posted prohibiting such uses.
B. Any
person maintaining, operating or parking any such vehicle on a City
street where such uses are prohibited shall, upon conviction, be sentenced
to the payment of a fine of not more than five hundred dollars ($500.00)
or by confinement in the County Jail for not more than ninety (90)
days or by both such fine and confinement.
C. The
Public Works Director is hereby given authority to post signs on those
City streets where he/she deems such operating and parking uses should
be prohibited.
D. Those
prohibited uses outlined in this Section shall not apply to any vehicle
which is traveling on a direct route to or from a specified location
within the City to which or from which a scheduled delivery or pickup
is to be made.

It shall be unlawful for the driver of any motor vehicle to
make a U-turn or double park on Washington Avenue between Pine Street
and Commercial Street and on Elm Street (being U.S. Highway 60) between
Jefferson Avenue and Hamilton Avenue.
