A. No
new building shall be constructed, nor shall an existing building
be enlarged or structurally altered, until the contractor or builder
has applied for and received both zoning approval and a building permit
from the City. Applications for building permits and zoning approval
should be accompanied by a site plan of the structure to be constructed,
enlarged or structurally altered. The site plan should reflect the
overall dimensions of the lot upon which construction will take place
together the dimensions and location of the building or structure.
The dimensions of the building or structure should include the height
thereof. The site plan should reflect the front, back and side yard
setbacks.
B. The
application and site plan should be provided to the Zoning Officer
to insure conformance with the City's Zoning Ordinance. This shall
include confirmation that the structure will conform to permitted
uses within the zoning district. The Zoning Official shall also make
sure that the lot is of sufficient size, as required by the zoning
ordinance, for the structure to be built thereon; and that the size
and height of the contemplated structure conforms to the requirements
of the Zoning Ordinance; and that the size and location of the structure
on the lot conforms to all setback requirements set forth by the City's
Zoning Ordinance.
C. Once
the zoning official has verified conformance with the Zoning Ordinance,
the Building Inspector shall review the submitted documents. The Building
Inspector may require additional information to insure the building
or structure will conform to all code requirements. Where the Zoning
Official and Building Inspector are the same person, the examination
for conformance with zoning and building codes may take place at the
same time.
D. Once the Zoning Official and Building Inspector have confirmed compliance with all applicable rules, regulations and ordinances, a building permit shall be issued after payment of the appropriate fee or fees to the City Clerk as per the requirements of Section
500.120.
E. An
applicant shall be required to pay any and all permit fees at the
time it is requested a permit be issued. The cost of the permit fee
shall be based upon a determination of the square footage of the structure
or building by the Building Inspector. Upon full payment of all fees
due, the City Clerk shall issue a receipt therefor, together with
a permit number, signed and dated by the City Clerk and the applicant.
F. The
Building Inspector shall meet with the applicant at the job site at
which time the actual building permit/hard card will be issued if
all requirements have been met. The building permit/hard card must
be posted on the job site at all times.
G. The
following on-site inspections are required during the building process:
9. Driveway or culvert inspection.
10. Final inspection for occupancy.

If it becomes necessary for the Building Inspector to inspect
any of the above more than twice due to a failure to meet code requirements
or design standards, an additional inspection fee of twenty-five dollars
($25.00) per inspection, paid in advance, shall be required.

H. New
construction materials are required for all construction.
I. Work
must begin within thirty (30) days of the date a building permit is
issued, and the work for which the building permit is issued shall
be completed within nine (9) months from the start date. A request
for an extension to complete a building project shall require an extension
permit, which permit shall be for a period of three (3) months and
for which an applicant shall be charged a permit fee equal to one-third
(⅓) of the cost of the original permit issued. A second (2nd)
extension permit, valid for a maximum period of three (3) months,
may be granted if deemed justified in the sole discretion of the Building
Inspector. An applicant for any such second (2nd) extension permit
shall pay the City a permit fee equal to one-half (½) of the
cost of the original permit issued.
J. Before
an occupancy permit will be issued, the Building Inspector must sign
off on the building permit/hard card verifying completion of the construction
of the structure or building. An occupancy permit shall not be issued
unless the completed and signed building permit/hard card has been
presented to the City Clerk.

A. The following schedule of fees for licenses, permits and inspections
is hereby established and approved:

B. If it becomes necessary for the Building Inspector to inspect any
of the above more than twice due to a failure to meet code requirements
or design standards, an additional inspection fee of thirty dollars
($30.00) per inspection, paid in advance, shall be charged. Should
any plans or inspections require the assistance of the City's Engineer,
the applicant shall be billed for all amounts charged to the City
by such engineer and a final inspection shall not take place, nor
an occupancy permit issued, until all such fees and charges have been
paid and satisfied.

C. Should
the Building Inspector determine that an applicant has failed to follow
building permit procedures, a stop work order shall be issued. Anyone
convicted of violating any of the provisions of this Article shall
be fined up to five hundred dollars ($500.00) per occurrence. The
stop work order will be in effect until the procedure violations have
been corrected and all fines have been paid in full.
D. All connection fees set forth in Sections
700.290 and
700.300 of this Code shall be paid to the City prior to the issuance of any permit described herein.
