The Mayor, with the advice and consent of the City Council, shall appoint some competent person to the office of City Engineer at the first (1st) regular meeting of the Council in May of each year. The term of office of the City Engineer shall be for a period of one (1) year and until his/her successor is appointed and qualified.

The person appointed to the office of City Engineer shall possess a thorough and practical knowledge of surveying and civil engineering.

The City Engineer shall make all surveys, plats, drawings, plans, specifications and estimates, that may from time to time be required of him/her by ordinance or resolution of the Council. He/she shall keep a complete and correct record of all his/her surveys and official acts in proper books kept for that purpose, and when vacating his/her office such records, together with all field notes, profiles, drawings or other data relating to surveys of the City, and all other instruments and other property in his/her possession which belongs to the City, shall be turned over to his/her successor in office, or to the Mayor if his/her successor shall not have been appointed and qualified.
