A. 
All persons buried within the City limits of the City of Caruthersville, Missouri, shall be buried by placing said person's body within a casket and further that said casket shall be placed in a metal or concrete box or vault before placement of the casket in the grave and the closing of the grave.
B. 
Any violation of this Section shall constitute a misdemeanor and shall be punished in accordance with the laws of the City of Caruthersville, Missouri.

A. 
The following rules, adopted pursuant to Section 214.010, RSMo., shall govern the conduct of every person while in any cemetery located within the City:
1. 
No person shall enter or remain within any cemetery in the City from sunset to sunrise, except for cemetery employees within the normal course and scope of their employment.
2. 
The speed limit for vehicular traffic on all roads within any cemetery shall be ten (10) miles per hour.
3. 
Except as otherwise provided, no person shall gather, remove or take flowers or other arrangements, natural or artificial, in or from any cemetery, whether such flowers or other arrangements are located on gravesites, on the ground or in trash dumpsters. This Subsection shall not apply to the gathering, removal or taking of flowers or other arrangements by:
a. 
The owner of the lot from which the arrangement was gathered, removed or taken;
b. 
A person permitted to remove such arrangement by the owner of the lot from which the arrangement was gathered, removed or taken; or
c. 
Cemetery employees or City employees within the normal course and scope of their employment.
4. 
No person shall break or injure any tree, shrub or grass in any cemetery.
5. 
Except for animals employed to assist a handicapped individual, no person shall permit their pets to be within any cemetery, either on or off a leash.
6. 
No person shall operate or permit children under their supervision to operate upon the grounds or roads within any cemetery a bicycle or any motorized vehicle of any description that is not licensed to operate on the highways of the State of Missouri. For the purposes of this Section, "motorized vehicle" shall include, but not be limited to, golf carts, go-carts, motorcycles and all-terrain vehicles. This Subsection shall not apply to any employee of the cemetery while engaged in the normal course and scope of their employment.
7. 
No person shall trespass upon any cemetery property after being barred from entry by the Governing Body or the executive officer of such cemetery.
B. 
It shall be unlawful for any person to violate the rules set forth in this Section.
C. 
This Section shall not pre-empt any rules and regulations adopted by the Governing Body of any cemetery for the governance of such cemetery. All such rules and regulations shall remain in full force and effect.

Any person violating any of the provisions of this Chapter or any regulations promulgated by the Board of Commissioners of Little Prairie Cemetery shall be subject to a penalty and fine of not more than one thousand dollars ($1,000.00) as authorized by Section 214.010, RSMo.

Any person desiring to purchase a grave or grave lot in Little Prairie Cemetery shall pay to the Superintendent of the cemetery the purchase price for the lot as may be set by the City Council from time to time. All sums received by the Superintendent shall be strictly accounted for and deposited to the credit of the Cemetery Fund.

The City Council shall from time to time establish a grave opening fee. Any person desiring to open a grave lot for a burial in Little Prairie Cemetery shall pay to the Superintendent of the cemetery such sum then in effect as a grave opening fee. All sums received by the Superintendent shall be strictly accounted for and deposited to the credit of the Cemetery Fund.

Except as provided for in the Chapter, the Mayor shall not execute or issue any deed for a grave or lot or any part thereof until the purchase price for the same shall have been paid to the Superintendent.

Persons in destitute circumstances living within the City desiring a free grave shall apply to the Board of Commissioners therefor; and the Board of Commissioners, in its discretion, shall issue and deliver to such person an order to the Superintendent for a free grave.
