A. 
The Seal of the City shall be a view of the City with the motto "We'll Try" and the date of the incorporation of the Town of Fall River, and also the date of the incorporation of the City of Fall River and the term "The Scholarship City" shall be inscribed on the top margin thereof.
B. 
The City Clerk shall be the custodian of the City Seal.
An official flag for the City is hereby adopted. The flag shall have a white background with a blue City Seal, the Seal to be outlined with gold, and the words "The Scholarship City" shall be placed below the City Seal in the color of blue.
Except where other provision is made by law, the Mayor is hereby authorized and empowered to execute and deliver, on behalf of the City, all deeds and leases of lands and buildings sold and leased by the City, and all discharges, releases, assignments, agreements or legal instruments made and entered into by the City.
