A. 
There shall be an unpaid commission known as the "Council on the Aging" consisting of 11 members to be appointed by the Mayor.
B. 
Beginning in April 1987, four members shall be appointed for a term of one year, four members shall be appointed for a term of two years, and three members shall be appointed for a term of three years. Thereafter, as the terms of these appointees expire, their successors shall be appointed for terms of three years expiring on April 30.
C. 
This section shall not affect the powers of the Mayor to remove members in accordance with Section 3-5 of The Charter.

The Council on the Aging shall organize annually by the election of one of its members as chairperson, another of its members as first vice-chairperson, and another of its members as second vice-chairperson.
The Council on the Aging shall coordinate and carry out programs to meet the problems of the aging in coordination with the programs of the State Department of Elder Affairs, as established by MGL c. 19A, § 1 et seq.

The Council on the Aging shall be under the administration, control, supervision and direction of the Director of Community Services, unless specifically prohibited by statute. The Council on the Aging may appoint a director and such other employees as it may require in accordance with state law.
