The general office hours of all City departments whose offices are located in the government center are hereby established as Monday, Tuesday, Wednesday, Thursday and Friday of each week from 9:00 a.m. to 5:00 p.m.; except as otherwise provided by collective bargaining agreement between the City of Fall River and AFSCME, Local 3177.
A. 
Annual municipal budgets submitted by City departments and the City Council shall include as justification for out-of-state travel by Councilors, department heads and other employees the destination and purpose of the out-of-state travel, exclusive of employee training seminars.
B. 
Every Councilor, department head and employee shall, upon completion of any out-of-state travel, file a report with the City Clerk stating the benefits received from such travel. Upon failure to file a report with the City Clerk within 30 days after completion of the out-of-state travel, the City Clerk shall so advise the Mayor in writing. Any person failing to file such report within 30 days of return shall not be reimbursed for any further travel out-of-state without approval of the Mayor.
C. 
The City Council President shall be responsible for monitoring all City Council out-of-state travel appropriations and shall approve any expenditure for any unscheduled destination.
D. 
Heads of City departments shall first obtain approval of the Mayor prior to their travelling or any employee travelling out-of-state to any unscheduled destination.
