A. 
No public official shall use or permit to be used any motor vehicle that is the property of the City unless such vehicle shall have lettered on each side thereof, in letters at least three inches high, the name of the City and the department in which the motor vehicle is being used. Such vehicle shall be used only for the performance of City business.
B. 
The lettering as described in Subsection A of this section shall not be required on motor vehicles operated by the Mayor's office and by the Police Department for investigative assignments.
Surplus property determined by the Purchasing Agent to be no longer useful for any municipal purpose shall be sold or disposed of under such terms and conditions as the City Council shall by order determine. Surplus property which is not bid on or claimed within a reasonable amount of time may be disposed of by the Purchasing Agent in a manner he deems to be in the best interest of the City, with documentation.
Any City-owned real estate on which no offers have been received within 90 days after having been advertised in a newspaper of general circulation in the City shall be readvertised.
Any lease for City-owned land shall be approved by the City Council prior to execution of the lease by the department having custody of the land. Any short-term or long-term lease of City-owned real estate shall contain an escalation clause.
