The Inspector of Buildings shall have and exercise all the powers and duties conferred upon the Inspector of Wires by MGL c. 166, and all additions thereto and amendments thereof, and shall enforce all the provisions of such law and of all other statutes, ordinances and regulations which from time to time may be passed relating to the location, erection of supports, maintenance, insulation and removal of all conduits and wires in, over, through or under the streets or other public places and buildings in the City and relating to the regulation of electrical installations.
The Inspectional Services Division shall have the right during reasonable hours to enter any building or any premises in the discharge of its official duties.
The Inspectional Services Division shall keep complete records of all permits issued and inspections made and other official acts performed under the provisions of this article.
In case of emergency, where necessary for safety to life or property or where required by the work of the Fire Department, the Inspectional Services Division may disconnect electrical service to any installation for the duration of the emergency or while necessary to the work of the Fire Department.
The owner or user of any wire or conduit for wires in, over, through or laid under any street and other public place or over any building within the limits of the City shall notify the office of the Inspectional Services Division of the location.
A. 
Required; issuance. Except as provided in this section, no electrical installation shall be made unless authorized by an individual permit as required in this section pursuant to the procedure in Article II of this chapter.
B. 
Fee. Any person desiring an electrical permit shall, at the time of filing an application therefor, pay the fee required by the City as provided in Chapter A110, Fee Schedule, of the City Code.[1]

C. 
Exempted work. No permit shall be required for minor repair work, the replacement of lamps, or the connection of portable devices to suitable receptacles which have been permanently installed.
D. 
Temporary wiring. No permit shall be required for the installation of temporary wiring for testing electrical apparatus or equipment.
E. 
Annual permit. No individual permit shall be required for work done by any holder of an annual permit as described in § 10-35, provided such work otherwise complies with the regulations contained in this article.
