There is hereby established an Emergency Management Advisory
Council. Such advisory council shall serve without pay and shall consist
of the Director of Civil Defense, such other department heads and
such other persons as the Mayor may deem necessary. Such member of
the advisory council as the Mayor shall designate shall serve as chairperson
of the advisory council. The advisory council shall serve subject
to the direction and control of the Mayor and shall advise the Mayor
and the director on matters pertaining to civil defense.
