A. Generally. It is the declared objective of the City to encourage
the prompt and informal resolution of grievances of City employees
as they arise and to provide recourse to orderly procedures for the
timely and equitable adjustment of complaints. It shall be the responsibility
of the Director of Human Resources to assist department heads and/or
supervisory commissions to resolve grievances in accord with this
policy.
B. Authority of Director of Human Resources. The Director of Human Resources
shall act as the sole designee of the Mayor to decide all grievances
which are not resolved at preceding levels of the grievance procedure
and in which the Mayor elects not to act personally as the final step
in the appropriate grievance procedure. Decisions of the Director
of Human Resources shall be final and binding on all parties thereto
except as prohibited by law, ordinance or collective bargaining agreement.
