The School Committee shall consist of the members as provided
in Section 31 of the Charter and Acts of 1979, c. 438.
The School Committee shall select a Superintendent of Schools
and other employees and fix their compensation as provided in Section
32 of the Charter.
There shall be within the School Department a Division of Buildings
and Grounds. The division shall be under the direction and control
of a Director of School Buildings and Grounds, appointed by the School
Committee and subject to the orders of the Superintendent of Schools
or his designee.
The School Committee of the City shall, within the provisions
and the limitations of this division, have the power and authority
to establish and maintain day and evening schools and classes for
vocational education under the provisions of MGL c. 74.
The power and authority granted to the School Committee by the
provisions of this division shall only extend and be exercised as
far as the expenditures and liabilities therefor may be met and defrayed
by the appropriations which shall from time to time be made by the
City Council. No expenditure of money shall be made or liability incurred
by or on behalf of the School Committee or the City beyond the amount
duly appropriated for the schools and classes as provided for in this
division, or subsequently appropriated and thereafter granted by the
City Council, or without such appropriation having first been made
by the City Council.
The School Committee shall keep a separate record of all expenditures
arising from the establishment and maintenance of all schools and
classes under this division.
The School Committee shall, within the provisions and limitations
of this division, provide, maintain and conduct day and evening schools
and classes for vocational education, and shall do all things connected
therewith in such manner as may be necessary to entitle the City to
be reimbursed by the commonwealth, as provided for in MGL c. 74.
