No. 1190, adopted 11-21-1968, the Council of the City of Clairton provided that the proper personnel of the County of Allegheny should be empowered to conduct plumbing inspections within the City of Clairton and recognized that the proper rules and regulations of the County of Allegheny relating thereto should apply to the City of Clairton.]
