Editor's Note: Section 1 of Ordinance 525 (August 7, 1968) authorized the Borough of West Reading to join with the Boroughs of Shillington and Wyomissing in forming a joint water authority to collect, treat, and transmit water from the contemplated Blue Marsh Dam area on the Tulpehocken Creek in Berks County, Pennsylvania, to certain designated areas within the County, including, but not limited to, the Borough of West Reading, and in connection therewith to service and sell to prospective customers and to do all things incident thereto. Section 2 of Ordinance 525 authorized the President and Secretary of Council to execute documents to effectuate the creation of the Authority. Section 3 provided that the invalidity of any portion of the ordinance not affect the ordinance as a whole. Section 4 repealed all inconsistent ordinances and parts of ordinances. Section 3 of Ordinance 526 directed the proper Borough officers to have the ordinance published according to law; Section 4 directed these officers to file the Articles of Incorporation and proofs of publication with the Secretary of the Commonwealth, and to do all other necessary things to effect the incorporation of the Authority. Section 6 repealed all inconsistent ordinances and parts of ordinances.
Council of the Borough of West Reading, Berks County, Pennsylvania, with the approval of the Mayor of said Borough, said Council and Mayor constituting the municipal authorities of the Borough, signified its intention and desire to join with the Borough of Wyomissing and the Borough of Shillington, all of Berks County, Pennsylvania, in organizing a municipal authority under the provisions of the Municipality Authorities Act of 1945, the Act of May 2, 1945, P.L. 382, as amended.[1]

The Mayor, President of the Borough Council, and the Secretary are hereby authorized and directed to execute, on behalf of the Borough of West Reading, Articles of Incorporation for said joint authority in substantially the following form:
ARTICLES OF INCORPORATION
To the Secretary of the Commonwealth

Harrisburg, Pennsylvania
In compliance with the requirements of the Act of May 2, 1945, P.L. 382, known as Municipality Authorities Act of 1945, the Borough of West Reading, the Borough of Wyomissing and the Borough of Shillington, all of Berks County, Pennsylvania, desiring to incorporate a joint authority thereunder, do hereby certify:
1.
The name of the Joint Authority is "The Western Berks Water Authority."
2.
Said Authority is formed by the Borough of West Reading, the Borough of Wyomissing and the Borough of Shillington, all of Berks County, Pennsylvania, under the provisions of the Act of May 2, 1945, P.L. 382, as amended, known as the Municipality Act of 1945, for the following purposes: to collect, treat, and transmit water from the contemplated Blue Marsh Dam area on the Tulpehocken Creek, Berks County, Pennsylvania, to the aforementioned municipalities and other adjoining areas within the county and in connection therewith to service and sell unto prospective customers the said water and do any and all things incident thereto.
3.
No other authority has been organized under the Act of May 2, 1945, P.L. 382, as amended, known as the Municipality Authorities Act of 1945, or under the Act approved June 28, 1935, P.L. 463, and is in existence in or for the incorporating municipalities, except as follows:
(a)
The Borough of Shillington is a member of Shillington Municipal Authority composed solely of said Borough of Shillington, and the Western Berks Refuse Authority composed of Borough of Mohnton, Borough of Shillington, Borough of Sinking Spring, Borough of West Lawn, Borough of West Reading, Borough of Wyomissing, Borough of Wyomissing Hills, the Township of Cumru and Township of Spring.
(b)
The Borough of Wyomissing is a member of The Joint Municipal Authority of Wyomissing Valley, Berks County, composed of the Borough of Wyomissing and the Borough of West Reading, both of Berks County, Pennsylvania, and the Western Berks Refuse Authority composed of Borough of Mohnton, Borough of Shillington, Borough of Sinking Spring, Borough of West Lawn, Borough of West Reading, Borough of Wyomissing, Borough of Wyomissing Hills, the Township of Cumru and Township of Spring.

The Borough of West Reading is a member of the West Reading School Authority composed solely of said Borough of West Reading, and of The Joint Municipal Authority of Wyomissing Valley, Berks County, composed of the Borough of West Reading and the Borough of Wyomissing, both of Berks County, Pennsylvania, and The Western Berks Refuse Authority, composed of Borough of Mohnton, Borough of Shillington, Borough of Sinking Spring, Borough of West Lawn, Borough of West Reading, Borough of Wyomissing, Borough of Wyomissing Hills, the Township of Cumru and Township of Spring.
4.
The names of the incorporating municipalities are: Borough of West Reading, Borough of Wyomissing and Borough of Shillington, all of Berks County, Pennsylvania.
5.
The names and addresses of said municipal authorities are as follows: . . . .[1]

The names, addresses and terms of office of the first members of the Board of said Joint Authority to be formed hereby are as follows: . . . .[2]

The members of the Board of said Authority shall be six in number, and said members shall be apportioned as follows:
