A. 
Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space and parked in the same direction as the flow of traffic. It shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
B. 
Motorcycles are permitted to be parked in on-street parking areas which are subject to borough parking requirements, or in metered parking spots during the hours of metered parking.
(1) 
Allowed numbers.
(a) 
As many as three motorcycles may be parked in the same parking space as designated for all other vehicles;
(b) 
As many as two motorcycles may be parked in the same parking space as designated for compact/motorcycle only parking;
(c) 
As many as three motorcycles may be parked in designated metered parking spaces provided that each motorcycle is registered through the pay-by-plate parking system. (Example: three motorcycles are parked in one metered parking space with each motorcycle registered by license plate);
(2) 
Motorcycles, of any number allowed within a space, shall be parked within the lines as prescribed by section § 430-65, Parked vehicles to be wholly within marked spaces.
(3) 
Motorcycles shall be parked with their rear tires at or within 12 inches of the curb.
(4) 
Motorcycles shall be allowed to park at any angle as long as the angle does not exceed 90° (perpendicular) to the curb and in the direction of the flow of traffic.
(5) 
A motorcycle(s) and a passenger car are not permitted to share a parking space.
(6) 
No person shall stop, stand or park any other vehicle other than a motorcycle in any parking area which is designated and marked as a parking zone for motorcycles.
(7) 
No person shall stop, stand, or park any other vehicle other than a compact car or motorcycle in any parking area which is designated and marked as a parking zone for compact car/motorcycle.
(8) 
Both "motorcycle" and "compact car" shall be defined as described in § 430-1, Definitions and word usage; except that a "compact car" shall apply to any vehicle which shall have the added definition of being able to wholly fit within the lines painted for this purpose, which shall be a stall length of 17 feet.

A. 
It shall be unlawful for any person to park or leave standing any type of recreational vehicle, whether motorized or nonmotorized, including but not limited to gravel trailers, motor homes, truck campers, tent campers, trailers, boats and trailers, snowmobiles and trailers, and any other similar vehicles upon any street, alley or cartway within the Borough; provided, however, that such vehicles may be parked temporarily on the Borough's streets, alleys and cartways for the purpose of loading and unloading such vehicle, in which case it may be temporarily parked for not more than 48 hours; and provided further, that such vehicles used in connection with the operation of a business may not be parked for loading or unloading purposes unless such vehicle is parked within 50 feet of the business that it is servicing.
B. 
No truck, tractor, semitrailer, trailer or other vehicle having a gross weight of more than 10,000 pounds shall be parked on any street, alley or cartway within the Borough, except for the purposes of making pickups or deliveries and, in the case of school buses, for the purpose of picking up and discharging passengers. In the event that it is necessary to park such vehicles for purposes of the exceptions stated, the purpose therefor shall be carried out with dispatch and the vehicle removed as soon as feasibly possible.
C. 
No vehicle shall be parked upon any street, highway or public right-of-way unless it displays a currently valid registration plate and certificate of inspection (unless it is in close proximity to an official inspection station).

D. 
No person shall park any vehicle upon any street, highway or public right-of-way deemed mechanically inoperable.

E. 
No vehicle shall stand on any street, highway or public right-of-way for the purpose of greasing or repair except in case of emergency repair.

A. 
Findings and purpose.
(1) 
The Borough finds that:
(a) 
Certain residential areas in the Borough are subjected to commuter vehicle parking, therefore depriving the residents of those areas of spaces in which to park their own vehicles;
(b) 
Those residential streets are also subjected to a high degree of commuter traffic which substantially reduces the quality of the ambient air level; and
(c) 
The establishment of a parking permit program for certain affected areas should facilitate efficient movement of traffic by providing for parking preference during certain hours of the day and days of the week.
(2) 
Therefore, the Borough considers it to be in the interest of the people of the Borough to provide for the establishment of a residential permit parking program to insure primary access to available parking spaces by neighborhood residents and also to provide a cleaner ambient air level.
B. 
Definitions. For the purpose of this section, words and terms listed in this subsection, as follows, shall have the following meanings:
COMMUTER VEHICLE
A motor vehicle parked in a residential area by a person not a resident of that residential area.
PROPRIETOR
A person who owns or leases real estate within a residential area of which he is not a resident, but who owns or manages a business enterprise or professional office maintained at that address; for the purpose of this section, a proprietor shall be entitled to one parking permit for that business or professional office address.
RESIDENT
A person who owns or leases real property within a residential area and who maintains either a voting residence, or bona fide occupancy, or both, at that address.
RESIDENTIAL AREA
A contiguous area containing public highways or parts of public highways primarily abutted by residential property or residential and non-business property (such as schools, parks, places of worship, hospitals and nursing homes).

(2) 
Signs shall be erected along the streets in each residential permit parking area, indicating the days, hours, locations and conditions under which parking shall be by permit only.
D. 
Parking restrictions in permit parking areas. It shall be unlawful for any person to park a vehicle or to allow a vehicle to remain parked in any permit parking area for more than two consecutive hours on: (1) Tulpehocken Avenue from Monday to Sunday between the hours of 6:00 a.m. and 6:00 p.m.; and (2) all other permit parking areas from Monday to Friday between the hours of 6:00 a.m. and 6:00 p.m., unless:
(1) 
Said vehicle contains a properly displayed and validly issued current license plate, inspection sticker and residential parking permit;
(2) 
Said vehicle contains a properly displayed and validly issued temporary residential parking permit; or
(3) 
Said vehicle has been properly registered with the Borough as a vehicle of a short-term visitor of a valid residential parking permit holder and said short-term visitor registration is in full force for the period of time in which said vehicle remains parked in the permit parking area.
E. 
Application for permit. Application for a residential parking permit shall be made to the Borough by the person desiring the permit, who shall be only the owner or the driver of a motor vehicle who resides on or is a proprietor of property immediately adjacent to a street or other location within a residential parking permit area. Only one permit shall be issued for each vehicle in each household. An application for a temporary residential parking permit shall be made to the Borough by a long-term or repeat visitor of a resident. A separate application shall be required for each motor vehicle, and each application shall be accompanied by a permit fee, set pursuant to resolution by the Borough Council from time to time, which shall be for the use of the Borough, to be applied to the cost of administering the residential permit parking program. Each application shall contain the following information: the name of the owner or the driver, as the case may be, of the motor vehicle; the address of the resident or the proprietor, as the case may be; the make, model and registration number of the motor vehicle; and the driver number as taken from the applicant's current driver's license. The applicant shall be required, at the time of making application, to present his driver's license, the vehicle registration card and proof of current residency (i.e., real estate tax bill or valid lease).
F. 
Issuance of permit. Upon receipt of the application and the permit fee, and determination by the Borough that the information upon the application shows that the applicant is entitled to a residential parking permit, the Borough shall issue to the applicant a residential parking permit. The permit shall display the residential parking area number. It shall be unlawful and a violation of this section for any person to display other than a valid permit while standing or parking in a residential permit parking area at any time when those permits are to be displayed.
G. 
Temporary and exemption parking permits. Temporary parking permits may be issued by the Borough, without payment of a fee, to bona fide visitors of residents of a designated residential permit parking area, and exemption parking permits may be issued, without payment of a fee, to handicapped persons.
H. 
Responsibility of permit holder.
(1) 
Notwithstanding any provision of this section to the contrary, the holder of a residential parking permit shall be permitted to stand or park a motor vehicle operated by him in any designated residential parking area during those times when parking of motor vehicles is permitted in that area. While a vehicle for which a residential parking permit has been issued is so parked, that permit shall be displayed so as to be clearly visible through the windshield of the vehicle. A residential parking permit shall not guarantee or reserve to the holder a parking space within a designated residential permit parking area.
(2) 
A residential parking permit shall not authorize its holder to stand or park a motor vehicle in any place where or at any time when stopping, standing or parking of motor vehicles is prohibited or set aside for other specified types of vehicles, nor shall the permit exempt its holder from the observance of any traffic or parking regulation other than residential permit parking regulations or restrictions.
(3) 
No person other than the permit holder whose name appears on the permit shall use a residential parking permit or display it on a vehicle operated; any such use or display by a person other than the permit holder shall constitute a violation of this section by the permit holder and by the person who so used or displayed the parking permit.
(4) 
It shall constitute a violation of this section for any person falsely to represent himself as eligible for a residential parking permit or to furnish false information in an application to the Borough in order to obtain a residential parking permit.
I. 
Revocation of permit. The Borough may revoke the residential parking permit of any permit holder found to be in violation of any provision of this section. Upon written notification to the permit holder of the revocation, the permit holder shall surrender the permit to the Borough. Failure to do so, when so requested, shall constitute a violation of this section. Provided: any person receiving such a notice may, within 10 days after the date of the notice, appeal to Borough Council for a hearing on the revocation, and the decision of Borough Council shall be final.

Police officers and other employees of the Borough of West Reading engaged in and for the enforcement of parking regulations established by the Borough of West Reading, by the Mayor of the Borough of West Reading or by the Vehicle Code of the Commonwealth of Pennsylvania, shall have the authority to affix upon any vehicle parked in violation of any provision of the law or of this Article III a traffic tag giving notice of that violation and notifying the owner and operator of that illegally parked vehicle that if he or she shall pay the sum of $50 at the office of the Borough Hall, 500 Chestnut Street, West Reading, within 72 hours from the time of the notice, such amount shall be deemed as and shall constitute the full penalty for that violation, and that if such payment shall not be made at the office within the seventy-two-hour period, that violator shall be subject to prosecution and to the penalty prescribed in § 430-32 of this Chapter 430.

Any person who violates any provision of §§ 430-20 through 430-31, inclusive, of this chapter shall, upon conviction, be sentenced to pay a fine of not more than $50 and costs, except:
A. 
Any person owning a vehicle parked in a handicapped parking space without a handicapped plate or placard properly displayed will be subject to the maximum fine allowable by state law.
B. 
Any person owning a vehicle parked in the opposite direction as the flow of traffic will be subject to the maximum fine allowable by state law.

A. 
It shall be unlawful for any person, partnership, corporation or other legal entity, acting directly or through an agent, servant or employee to do any of the following concerning any municipal parking lot owned by said Borough or any municipal authority in the Borough of West Reading, Berks County, Pennsylvania:
(1) 
To park or permit to stand on said lot(s) at any time any bus, commercial or freight-carrying vehicle or trailer or any and all vehicles having a gross vehicular weight of 9,000 pounds or more.
(2) 
To park or permit to stand on said lot(s) any vehicle in violation of any of the provisions of any other ordinances of the Borough of West Reading.
(3) 
To change or add to fluids or fuel stored in tanks or reservoirs in vehicles which are parked or standing on said lot(s), unless necessary in order to remove a vehicle which became disabled at the time it was parked or thereafter while legally parked.
(4) 
To repair any vehicle or any part thereof which is parked or standing on said lot(s).
(5) 
To park or permit to stand a vehicle which may legally park on said lot(s) for a continuous period in excess of four hours between the hours of 8:00 a.m. to 4:00 p.m. daily.
(6) 
To use said lot(s) for amusement, recreational or play areas.
(7) 
To litter said lot(s) by dropping, placing, discarding or otherwise disposing of any trash, garbage or debris on or at said lot(s).
B. 
Any person who violates any provision of this § 430-33 shall, upon conviction, be sentenced to pay a fine of $25 and costs.
C. 
If any of the provisions of this section or the application thereof to any person or circumstances are held invalid, such invalidity shall not affect other provisions or applications of this section which can be given effect without the invalid provisions or application, and to this end, the provisions of this section are declared to be severable.
