A. 
Any drain (including indoor drains and sinks) or conveyance, whether on the surface or underground, that allows any nonstormwater discharge including sewage, process wastewater, and wash water to enter the Borough's separate storm sewer system or waters of the commonwealth is prohibited.
B. 
Any drain or conveyance connected from a commercial or industrial land use to the Borough's separate storm sewer system, which has not been documented in plans, maps, or equivalent records, and approved by the Borough is prohibited.
C. 
No person shall allow, or cause to allow, discharges into the Borough's separate storm sewer system or into surface waters of the commonwealth, which are not composed entirely of stormwater, except:
(1) 
As provided in Subsection D below; and
(2) 
Discharges allowed under a state or federal permit.
D. 
The following discharges are authorized unless they are determined to be significant contributors to pollution to a regulated small MS4 or to the waters of this commonwealth:

(1) 
Discharges or flows from firefighting activities.
(2) 
Discharges from potable water sources, including water line flushing and fire hydrant flushing, if such discharges do not contain detectable concentrations of total residual chlorine(TRC).
(3) 
Noncontaminated irrigation water, water from lawn maintenance, landscape drainage and flows from riparian habitats and wetlands.
(4) 
Diverted stream flows and springs.
(5) 
Noncontaminated pumped groundwater and water from foundation and footing drains and crawl space pumps.
(6) 
Noncontaminated HVAC condensation and water from geothermal systems.
(7) 
Residential (i.e., not commercial) vehicle wash water where cleaning agents are not utilized.
(8) 
Noncontaminated hydrostatic test water discharges if such discharges do not contain detectable concentrations of TRC.
E. 
In the event that the Borough or PADEP determines that any of the discharges identified in Subsection D significantly contribute to pollution of waters of the commonwealth, or is so notified by PADEP, the Borough will notify the responsible person(s) to cease the discharge.
F. 
Upon notice provided by the Borough or PADEP under Subsection E, the discharger will have a reasonable time, as determined by the Borough or PADEP, to cease the discharge, consistent with the degree of pollution caused by the discharge.
G. 
Nothing in this section shall affect a discharger's responsibilities under commonwealth law.
A. 
No person shall modify, remove, fill, landscape, or alter any existing stormwater BMP, facilities, areas, or structures unless it is part of an approved maintenance program, without the written approval of the Borough.
B. 
No person shall place any structure, fill, landscaping, or vegetation into a stormwater BMP, facilities, areas, structures, or within a drainage easement which would limit or alter the functioning of the BMP without the written approval of the Borough.

No person shall discharge, deposit, place, or drain any substance or item into the Borough's municipal separate storm sewer system (MS4), and no person shall discharge, deposit, place, or drain any substance or item onto any street which can directly or indirectly enter the MS4. Such prohibitions include, but are not limited to, the following:
A. 
No persons shall sweep in to or deposit into any street or any portion of the MS4 grass clippings. This prohibition shall include blowing of grass clippings from a property onto a street or portion of the MS4. If a person accidently sweeps, deposits or blows grass clippings into a street or portion of the MS4 and promptly removes such grass clippings, there shall be no violation of this chapter.
B. 
No person shall sweep into or deposit in any street or portion of the MS4 accumulations of litter or other waste materials from any building or lot or sidewalk or driveway. Notwithstanding the foregoing, leaves may be placed at curbside of a street for collection in accordance with Borough regulations.
C. 
No person shall discharge or allow to be discharged any stones, gravel, mud, dirt, or other substances onto any Borough street or into the MS4.
