A.
Pursuant to Section 2708 of the Borough Code, Act of February 1, 1966 (1965, P.L. 1656, No. 581),[1] as amended, the authority to supervise and maintain public parks, parkways and playgrounds, playfields, swimming pools, public baths, bathing places, indoor recreation centers and gymnasiums (hereinafter called "recreation places") is hereby vested in the Borough Council of the Borough of West Reading.

A Commission is hereby established to be known as the "Recreation Commission of the Borough of West Reading" (the "Recreation Commission"). The Recreation Commission shall have the power to make recommendations to Borough Council concerning the operation and maintenance of recreation places, along with recommendations concerning planning, organizing, directing, staffing and coordinating community events to be held at recreation places and in the Borough in general. The Recreation Commission shall also perform other legally permissible and proper duties and functions as Borough Council shall, from time to time, assign and in accordance with 8 Pa.C.S.A. § 2701 et seq., as amended.
